Apply Now: WFP Lebanon Emergency Response Programme 2025

The World Food Programme has launched an open call for proposals in Lebanon to establish stand-by Field Level Agreements with cooperating partners for 2026.

This initiative aims to enhance preparedness and response capacity for sudden-onset emergencies that may require the rapid provision of ready-to-eat meals to affected populations. The agreements will remain valid for twelve months, from January to December 2026, with the possibility of extension depending on needs, available resources, and the partner’s performance.

The selected cooperating partners will play a central role in supporting WFP’s emergency food assistance operations across Lebanon, including areas such as Liban-Sud, Liban-Nord, Mont-Liban, Beqaa, Nabatiye, Baalbek-Hermel, and Aakkar. The objective of the partnership is to ensure that food assistance can be provided swiftly, safely, and efficiently through both commercial and community-based kitchens that are capable of meeting WFP’s Food Safety and Quality standards.

In the preparedness phase, partners will be responsible for identifying and assessing potential kitchens that can be mobilized during an emergency. These kitchens must comply with WFP’s strict food safety requirements and will be evaluated using a scoring mechanism provided by the organization. Partners will also develop meal menus and tentative pricing in advance, and when possible, sign standby agreements or memoranda of understanding with the identified kitchens to ensure readiness.

Once an emergency response is activated, the cooperating partners will contract the pre-assessed kitchens based on proximity to affected shelters and cost-effectiveness. They will coordinate closely with local authorities, the food security sector, and shelter focal points to ensure timely meal preparation, delivery, and distribution. Throughout the process, partners must monitor food quality, packaging, and transport conditions to ensure meals are distributed safely and with dignity to those in need.

In addition to their operational responsibilities, partners will provide detailed reports on implementation progress, including updates on coordination, logistics, and quality control. WFP’s collaboration with these partners will strengthen Lebanon’s emergency response mechanisms and ensure that food assistance can be delivered rapidly to communities affected by natural disasters, conflict, or other crises.

This call for proposals highlights WFP’s continued commitment to supporting food security and resilience in Lebanon by fostering partnerships with capable organizations that can deliver reliable, high-quality assistance during times of urgent need.
