The Nordic Council of Ministers Office in Lithuania is seeking applications for its Nordic Media Grant Programme to support Belarusian independent journalism and media arts initiatives and facilitate the production of high-quality, trustworthy and diverse content for Belarusian people on the developments in the country.

The objectives of the Programme are to support Belarusian independent media outlets, journalists, and media arts through provision of grants; to support capacity building of the media players and media artists; to contribute to the provision of trustful information to Belarusian society; and to support Belarusian culture related to the media arts.

Funding covers four main budget categories: media and media arts production costs, travel and accommodation, capacity building, and project management costs, along with indirect administrative costs. Project duration can be up to 12 months, with grants ranging from EUR 5,000 to EUR 30,000. Applicants must provide a detailed budget and 10 percent co-funding, either monetary or in-kind.

The programme invites applications from Belarusian independent media outlets, journalists, and creators of visual, artistic, or interdisciplinary media content, as well as non-Belarusian media outlets that employ or contract Belarusian journalists with a clear focus on Belarus. Editorial offices or media art companies must be legally operating in Belarus or abroad. Freelancers must provide documentation validating their journalistic or media artist activities.

Eligible applicants should demonstrate at least two years of experience in media or media arts fields covering Belarus, own a media channel targeting Belarusian audiences, submit only one application as a main applicant or partner, include 10 percent co-funding as their own input, and produce content with focus on the Nordic component highlighting values such as democracy, equality, social welfare, sustainability, and human rights.

The programme supports the creation of high-quality digital, online, broadcast, or print media and media art products aimed at Belarusian audiences. The content can be produced in Belarusian or Russian and must be freely accessible online without paywalls or registration barriers. Supported activities may include production of media and media arts content, enhancement of technical and human capacities, trainings, study trips, and equipment purchases.

The Nordic Council of Ministers Office in Lithuania will manage and monitor the programme and form an Evaluation Committee to assess proposals. Selection will be based on relevance, project design quality, cost-efficiency, audience outreach, sustainability, alignment with programme themes, creation of Nordic media outputs, and Belarusian partnerships.

Successful applicants will be notified by mid-December 2025 and will sign a Grant Agreement with the Nordic Council of Ministers Office in Lithuania. Projects must begin after signing the agreement and be completed by 31 January 2027, with implementation lasting no longer than one year.
