The Bureau of Population Refugees and Migration (PRM) is offering grants to support refugee populations in Ethiopia and Kenya.
PRM’s mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM will consider funding only those programs that include a target beneficiary base of at least 50 percent refugees.
Program Areas
Proposals must align with one or more of the following program areas
- Humanitarian Protection and Assistance
- Interim and Durable Solutions
Country-Specific
- Ethiopia
- Northern Ethiopia (Amhara, Tigray, and Afar): For activities in refugee hosting areas of Northern Ethiopia, proposals must focus on one or more of the following areas of intervention:
- Health
- Mental Health and Psychosocial Support
- Child Protection
- Protection
- Nutrition and/or Food Security (Food security should include activities to support diet diversification or food-related livelihoods.)
- Gender-Based Violence (GBV) Prevention and Response
- Duration of Activity: Program plans for one year will be considered.
- Benishangul-Gumuz: For activities in refugee hosting areas of Benishangul-Gumuz, proposals must focus on one or more of the following areas of intervention:
- Mental Health and Psychosocial Support
- Water, Sanitation and Hygiene (WASH)
- Duration of Activity: Program plans for one, two, or three years will be considered.
- Somali Region: For activities in refugee hosting areas of Somali region, proposals must focus on one or more of the following areas of intervention:
- Education
- Health
- Mental Health and Psychosocial Support
- Child Protection
- Protection
- Nutrition and/or Food Security (Food security should include activities to support diet diversification or food-related livelihoods)
- Gender-Based Violence (GBV) Prevention and Response
- Water, Sanitation and Hygiene (WASH)
- Livelihoods and Economic Empowerment
- Duration of Activity: Program plans for one, two, or three years will be considered.
- Gambella: For activities in refugee hosting areas of Gambella, proposals must focus on one or more of the following areas of intervention:

- Addis Ababa: For activities in refugee hosting areas of Addis Ababa, proposals must focus on one or more of the following areas of intervention:
- Mental Health and Psychosocial Support

- Gender-Based Violence (GBV) Prevention and Response
- Livelihoods and Economic Empowerment
- Duration of Activity: Program plans for one, two, or three years will be considered.
- Northern Ethiopia (Amhara, Tigray, and Afar): For activities in refugee hosting areas of Northern Ethiopia, proposals must focus on one or more of the following areas of intervention:
- Kenya
- Nairobi: For activities in refugee hosting areas of Nairobi, proposals must focus on one or more of the following areas of intervention:
- Protection
- Duration of Activity: Program plans for one, two, or three years will be considered.
- Dadaab: For activities in refugee hosting areas of Dadaab, proposals must focus on one or more of the following areas of intervention:
- Protection
- Primary health
- Primary education
- Duration of Activity: Program plans for one year will be considered.
- Kakuma and Kalobeyei: For activities in refugee hosting areas of Kakuma and Kalobeyei, proposals must focus on one or more of the following areas of intervention:
- Protection
- Primary health
- Primary education
- Duration of Activity: Program plans for one year will be considered.
- Funding Limits: Program proposals must not be less than the funding floor and not more than the funding ceiling per year or they will be disqualified.
- Funding floor per year (lowest $ value): $800,000 per year
- Funding ceiling per year (highest $ value): $2,000,000 per year
- Nairobi: For activities in refugee hosting areas of Nairobi, proposals must focus on one or more of the following areas of intervention:
Eligibility Criteria
- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education (U.S.-based NGOs must be able to demonstrate proof of non-profit tax status);
- Nonprofits without 501(c)(3) status with the IRS, other than institutions of higher education (overseas-based NGOs must be able to demonstrate proof of registration in country of domicile); and
- International Organizations. International multilateral organizations, such as United Nations agencies, should not submit proposals through Grants.gov in response to this NOFO.
- Multilateral organizations that are seeking funding for programs relevant to this announcement should contact the PRM Program Officer on or before the closing date of the funding announcement.
