Call for Project Proposals under ESF+ Priority 2: Fostering Active Inclusion for All (Malta)

The European Social Fund Plus (ESF+) Programme 2021–2027 in Malta has launched Call 16 for project proposals under Priority 2, focusing on fostering active inclusion for all.

The focus areas of the programme are employment – improving access to employment and activation measures of all jobseekers, including young people, long-term unemployed and disadvantaged groups on the labour market, and inactive people; and promoting a gender balanced labour market participation, equal working conditions and a better work-life balance; inclusion – fostering active inclusion for all and improving employability for disadvantaged groups; promoting socio-economic integration of TCNs; enhancing the equal and timely access to quality, sustainable and affordable services, modernizing social protection systems, improving accessibility, effectiveness and resilience of healthcare systems and long-term care services; education – quality and inclusive education and training and enhanced lifelong learning for growth from early childhood education and care through general and vocational education and training, to tertiary level; and promoting lifelong learning, upskilling and reskilling opportunities for all based on labour markets needs; material deprivation – ensuring the sustainable integration of persons suffering from material deprivation to break the cycle of poverty and contribute to the reduction of the number of people facing material deprivation; social innovation – fostering active inclusion with a view to creating equal opportunities, non-discrimination and active participation, and improving employability.

This call addresses Priority 2: Fostering Active Inclusion for All, specifically under ESO4.11, which focuses on enhancing equal and timely access to quality, sustainable and affordable services, including healthcare, social protection systems, housing, and long-term care. Eligible interventions include training for health professionals, specialised training in child protection services, child guarantee initiatives, holistic approaches to children’s developmental and medical needs, support for social partners and NGOs, and ensuring complementarities with other priorities and initiatives.

Applications must demonstrate how projects will improve health and care services, including long-term care and social protection, while reducing health inequalities. Proposals must also comply with environmental sustainability principles and the “Do No Significant Harm” (DNSH) assessment, particularly in cases involving infrastructure or ecologically sensitive developments.

Proposals will be evaluated by the Project Selection Committee based on eligibility and selection criteria, including organisational capacity, contribution to development needs, readiness, sustainability, partnership value, adherence to horizontal principles, and overall quality of the application form.
