The United Nations High Commissioner for Refugees (UNHCR) has launched a call for proposals to ensure that the rights of forcibly displaced persons are effectively guaranteed, with a focus on protection and dignity in line with international and national legal standards.

The initiative covers sectors such as general protection, child protection, gender-based violence prevention, and emergency shelter. It targets several provinces in Ecuador, including Imbabura, Pichincha, El Oro, Esmeraldas, Santo Domingo de los Tsáchilas, Azuay, Carchi, Manabí, Guayas, Francisco de Orellana, and Sucumbíos.

The overall goal is to ensure forcibly displaced individuals receive timely protection services tailored to their needs. Strengthened identification systems, registration mechanisms, and comprehensive care spaces will help provide appropriate responses. Reception and temporary shelter areas will be managed safely and with sensitivity to gender, age, and diversity.

Case management services will be enhanced and coordinated with government entities and protection networks, with particular focus on children, adolescents, and survivors of gender-based violence.

Another priority is ensuring timely access to the asylum system. UNHCR and its partners will provide information and support to people seeking international protection, while also offering free, specialized legal services to guide them throughout the asylum process.

Community networks and organizations will be strengthened to help prevent violence and promote inclusive and safe environments. These networks will engage displaced persons and host communities—especially children and youth—through cultural, artistic, and sports activities that foster social cohesion.

Local communities will also receive support to identify and mitigate environmental risks, including natural disasters and environmental degradation. Communication mechanisms will be established to encourage community participation and trust-building, as well as to support violence prevention efforts.

Applications will be assessed based on sector expertise, project management capacity, local presence, and other relevant qualifications.
