OJJDP: Internet Crimes Against Children Data System Enhancements in US

$10 Million Global Call for Solutions to tackle Online Child Sexual Exploitation & Abuse

Deadline: 23-Oct-2025

The U.S. Department of Justice (DOJ), through its Office of Justice Programs (OJP) and the Office of Juvenile Justice and Delinquency Prevention (OJJDP), has announced a new funding opportunity to enhance efforts in combating technology-facilitated child sexual exploitation.

This Notice of Funding Opportunity (NOFO) will support the Internet Crimes Against Children (ICAC) Task Force program, which operates as a national network of 61 multiagency, multijurisdictional task forces dedicated to investigating, examining, and prosecuting online child exploitation crimes.

Central to this initiative is the enhancement and maintenance of the ICAC Data System (IDS), a secure platform that supports ICAC task forces and affiliated credentialed law enforcement agencies. IDS plays a critical role in helping federal, state, local, and Tribal law enforcement resolve case conflicts, share investigative data, and develop software and network capabilities to support undercover operations. The goal is to strengthen IDS as a dynamic and secure infrastructure that enables online investigations, facilitates information sharing, and aggregates data on the scope of child exploitation in the United States.

The program aims to bolster several key objectives. It will improve case deconfliction by providing a centralized platform to resolve investigative overlaps, enable real-time reporting of cases involving local child victims, and produce statistical reports that illustrate the scale of child sexual abuse material trafficking. It will also offer secure storage and data analysis tools for local agencies, ensure secure connections to law enforcement networks, and assist DOJ in developing standardized operating procedures for IDS use. Furthermore, the grantee will provide training and technical assistance to ICAC task forces and foster collaboration between multiple law enforcement levels through secure communication channels.

With a total funding allocation of $900,000, this opportunity will support one awardee for a 12-month period starting October 1, 2025. Eligible applicants include government entities, educational institutions, nonprofit organizations, for-profit organizations (excluding small businesses), and units of local government. This funding represents a crucial effort to modernize investigative infrastructure, strengthen cross-agency collaboration, and accelerate responses to child exploitation crimes, ultimately enhancing protections for children nationwide.
