Request for EOIs: Integrated Child Protection Services in Emergencies – Kherson City and Region (Ukraine)

The United Nations International Children’s Emergency Fund (UNICEF) has announced a Call for Expression of Interest for the provision of integrated Child Protection Services in Emergencies in Kherson city and the wider Kherson Oblast, Ukraine.

This initiative seeks to strengthen local systems that protect children, women, and families affected by conflict, ensuring access to essential psychosocial, protection, and social services.

The program focuses on child protection, gender-based violence prevention, and protection in emergencies, addressing the urgent needs of vulnerable children and their caregivers in the region. UNICEF aims to work with partners who can deliver community-based and institutional support, building resilience and recovery among affected populations.

The expected results of this partnership include ensuring improved access to mental health and psychosocial support (MHPSS) for boys, girls, and their caregivers, as well as integrated social and child protection services. The initiative also aims to strengthen gender-based violence (GBV) prevention, mitigation, and response mechanisms, providing survivors and at-risk individuals with timely and coordinated assistance.

Communities will benefit from the establishment of safe feedback and complaint mechanisms, allowing individuals to report cases of sexual exploitation and abuse (SEA) confidentially and safely. Parents and caregivers will receive support to enhance their ability to provide appropriate care and emotional support to their children, while children with disabilities will gain access to activities that promote learning and overall well-being.

The initiative further encourages youth participation, engaging young people in peer-to-peer mental health and self-care initiatives. Additionally, UNICEF will provide technical assistance and capacity-building to humanitarian workers, case managers, and local professionals to strengthen local protection systems and enhance service quality.

Through this call, UNICEF aims to partner with capable organisations to deliver life-saving protection services and promote the safety, dignity, and rights of children and families across Kherson, contributing to a stronger and more resilient child protection network in Ukraine.
