The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement the Reaching Pregnant Breastfeeding Women, Children, and Youth (RCAY) project.
The goal of RCAY is to achieve and maintain HIV/AIDS epidemic control specifically among PBF women, infants, children, and youth in PEPFAR-supported countries. This focus also includes mitigation and prevention efforts with the high priority sub-populations of OVC; PBF women, their partners, and their HIV-exposed infants; children; and AGYW and their partners. In the case of this NOFO, activities targeting youth will concentrate primarily on those aged 10-24.
Objectives
- Attain and maintain HIV epidemic control among at risk pregnant and breastfeeding (PBF) women, infants, children, and youth.
- Support the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.

Eligibility Criteria
- Eligibility for this NOFO is not restricted.
- USAID welcomes concept notes/applications from organizations which have not previously received financial assistance from USAID.
- The recipient must be a responsible entity and must have the necessary organizational, experience, accounting and operational controls and technical skills, or ability to obtain them in order to achieve the objectives of this project and comply with the terms and conditions of the award.
- USAID has led a major push in the past few years to foster a larger assistance base and expand the number and sustainability of development partners, including faith-based organizations, small businesses, and Minority Serving Institutions (MSIs).
- The USAID MSI program’s mission is to facilitate an environment where US MSIs become USAID partners by successfully competing for USAID awards and by engaging in US foreign assistance.
- The USAID MSI program provides supports to minority-serving U.S. higher education institutions interested in USAID programs and activities and promotes the interests, capabilities, and experience of MSIs within USAID. MSI’s include Historically Black Colleges and Universities (HBCUs), Hispanic Serving Institutions (HSIs), Tribal Colleges and Universities (TCUs), and Asian American and Native American Pacific Islander Serving Institutions (AANAPISIs).
