EU-CSO Programme: Enhancing CSOs Contribution to Governance and Development Processes in Barbados and the Eastern Caribbean

The European Union (EU) is currently accepting proposals from eligible organisations for “Civil Society Organisations (CSO) Programme: Enhancing CSOs’ contribution to governance and development processes in Barbados and the Eastern Caribbean”.

The objective of this Call for Proposals is to support CSOs’ contributions to and increase their participation in inclusive national development and policy making, promote accountability, and to ensure that people are able to benefit from quality social services in Barbados and the Eastern Caribbean.

• CSOs as partners in promoting social development
• CSOs as key stakeholders in promoting inclusive, equitable and sustainable growth

Size of Grants

Any grant requested under this Call for Proposals must fall between EUR 300,000 and EUR 400,000.

Eligibility Criteria

• In order to be eligible for a grant, the lead applicant must:
  • be a legal person
  • be non-profit-making
  • be a specific type of organisation such as defined by Annex B of the Regulation (EC NO 233/2014 establishing a financing instrument for development cooperation (DCI)
  • be established in:
    • the EU partner countries where the action takes place (Antigua and Barbuda, Barbados, Dominica, Grenada, St Kitts and Nevis, St Lucia, St Vincent and the Grenadines);
    • other EU partner countries, as follows:
      • developing countries that are included in the list of recipients of ODA established by the OECD/DAC including countries and territories falling within the scope of Council Decision 2013/755/EU on the association of the overseas countries and territories with the European Union (‘Overseas Association Decision’) and territories with the European Union (‘Overseas Association Decision’) and excluding:
        • beneficiaries listed in Annex I to Regulation (EU) No 231/2014 establishing an Instrument for Pre-accession Assistance (IPA II),
      • countries that are signatories to the Partnership Agreement between the members of the African, Caribbean and Pacific Group of States of the one part, and the European Community and its Member States, of the other part, signed in Cotonou on 23 June 2000 including South Africa;
      • countries eligible for the European Development Fund;
      • countries eligible for Union funding under the European Neighbourhood Instrument established by Regulation (EU) No 232/2014 of the European Parliament and of the Council (the ‘European Neighbourhood Instrument’) including the Russian Federation;
    • Member States of the European Union and contracting parties to the Agreement on the European Economic Area; and
  • be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
• Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
• The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
• The lead applicant may act individually or with co-applicant(s) as specified hereafter. For applicants not established in Antigua and Barbuda, Barbados, Dominica, Grenada, St Kitts and Nevis, St Lucia, St Vincent and the Grenadines, the involvement of at least one co-applicant established in Antigua and Barbuda, Barbados, Dominica, Grenada, St Kitts and Nevis, St Lucia, St Vincent and the Grenadines, is obligatory. Partnerships/ consortia with local organisations are strongly encouraged.
