European Commission is seeking applications for its ‘Organizations of Civil and Local Authorities Society’ programme, to strengthen civil society as a development actor promoting their active voice in the political dialogue, social and economic with States.
The specific objective of this call is to promote increased capacity of CSOs to strengthen their presence on the public stage in the political, social and economic context, contributing to more effective public policies and services, for a more participatory and transparent democracy and sustainable development and inclusive.
Wishing to encourage the role of civil society in monitoring the implementation of the existing legal framework by strengthening their voice in defense of consumer rights and economic dialogue in the country, this call for proposals aims to respond to the publication on 8 July 2016 a new Law on consumer protection (Law No. 8/2016) establishing a legal framework for the protection and consumer protection and seeks to foster greater quality in the business sector in Timor-Leste.
This call for proposals comes up with a complementary order of the priorities defined in the National Indicative Program 2014-2020 for Timor-Leste and the projects of the 11th EDF, focused on the priorities of good governance and rural development, so that the proposals complement this framework, as well as those that are aligned with the Strategic Plan for Timor-Leste Development 2011-2030 are encouraged.
Priority Areas
This call also retrieves the map analysis and the recommendations by the EU country in engagement with civil society in Timor-Leste for the period 2014-2020. Among others, it defines as priorities:
- Promote civic education and awareness on fundamental rights and a peaceful and inclusive democracy
including through action on cross-cutting issues such as climate change; - Support the efforts of civil society to promote social responsibility in order to improve the quality and effectiveness of public policies and promote good management of public resources for which monitoring by civil society of the implementation of public policies will be essential to ensure a good governance framework;
- Promote partnerships between CSOs and the government to improve the delivery and quality of public goods, particularly in rural areas, to reduce food insecurity, improve nutrition and economic opportunities
Funding Information
- For both lots, the grant awarded under this call for proposals must fall between the following minimum and maximum amounts:
- Minimum amount: 300,000 euros
- Maximum amount: 625,000 euros
Eligibility Criteria
- To be eligible for allocation of a grant, the main applicants are:
- Be a legal person and
- Be non profit making and
- Be a civil society organization, and
- It is established in East Timor or in Member State of the European Union or a contracting party to the agreement on the European Economic Area For UK applicants: It is important to note that the eligibility criteria must be met throughout the duration of the grant. If the UK out of the EU during the period of the grant without having entered into with this agreement to ensure that the British proponents remain eligible, they will no longer receive funding from the Union (continued, if possible, to participate in the project) or will be forced to abandon the project and
- Be directly responsible, together with the correquerente (s) and organization (s) affiliate (s), for the preparation and management of the action and not acting as an intermediary.
- The principal applicant must declare that he himself, the (s) correquerente (s) and organization (s) affiliate (s) are not in any of these situations .
- The main Applicants established in East Timor may act individually or correquerente (s)
- Applicants not established in East Timor must compete with at least one correquerente established in East Timor.
- Partnerships between CSOs established in Timor-Leste and international CSOs are encouraged.
- Only the following entities may be considered affiliated entities to the principal applicant and / or (s) correquerente (s):
- Only legal asentidades having a structural link with the applicant (Ie, the main applicant or correquerente)In particular a legal or financial ties.
- This structural link includes essentially two notions. Thus, entities affiliated to an applicant may be:
- Entities controlled directly or indirectly by the applicant (subsidiaries). Entities may also be controlled by an entity controlled by the applicant (company sub-subsidiaries), the same applies to subsequent levels of control;
- Entities that control the Applicant directly or indirectly (parent companies). Similarly, entities that control may be an entity that controls the applicant;
- Entities under the same direct or indirect control as the applicant (cofiliais companies).
- MembershipIe the applicant is legally defined as, for example, a network, a federation, an association in which the affiliated entities proposed also participate or the applicant participates in the same entity (e.g., a network, a federation, a pool) that entities affiliated proposals.
- The following entities are not considered applicants or affiliated entity and should not therefore sign the “mandate for correquerente ‘or’ statement of affiliated entities’:
- Member organizations
- They can participate in the action other organizations or individuals. These organizations play an effective role in the action but may not receive funding from the grant with the exception of per diem and travel expenses.
- Associates do not have to meet the eligibility criteria.
- The associates have to be mentioned in ‘Associates of participating in the Action’ – the form of submission of the grant application.
- Contracting
- The beneficiaries and their respective affiliates are allowed to award contracts.
- The associates and (s) organization (s) affiliate (s) can not be also contractors in the project.
