The European Commission has been announced to strengthen the operational capacity and institutional resilience of the Palestinian Civil Defence (PCD).
With a total budget of EUR 1,500,000 available, this initiative aims to safeguard lives, property, and the environment across Palestine through targeted support and international cooperation. The overall objective is to enhance the PCD’s ability to respond effectively to emergencies in a context marked by instability in the West Bank and post-conflict recovery in the Gaza Strip.
The planned focus areas of the project include enhanced operational readiness and emergency response, optimised procurement and supply chain processes, improved fleet and maintenance management, strengthened institutional capacity through training, capacity development and human resources, institutional development, comprehensive preparedness and community engagement, and international cooperation and knowledge exchange. Together, these elements aim to create a more efficient, professional, and resilient civil defence structure capable of addressing both immediate and long-term emergency management challenges.
The geographical scope of this programme covers all of Palestine, with a maximum implementation period of 24 months and an additional three months allocated for final reporting, bringing the total execution period to 27 months. The initiative is designed to ensure that the PCD can operate with greater efficiency, better coordination, and stronger institutional foundations, while engaging local communities and international partners in building a more secure environment for all Palestinians.
Eligibility for this call for proposals is limited to Public Administrations and Mandated Bodies from European Union Member States, as defined by the EU’s Twinning Manual. Applications must be submitted through the National Contact Points of EU Member States, ensuring that the partnership aligns with the EU’s standards for technical cooperation and institutional development.
