The United Nations International Children’s Emergency Fund has launched a new partnership opportunity in Chittagong, Bangladesh, aimed at strengthening Accountability to Affected Populations (AAP) through the establishment of a collective digital Complaints, Feedback and Redressal Mechanism (CFRM) system.

This initiative seeks to ensure that Rohingya refugees living in Cox’s Bazar have safe, accessible, and trusted channels to raise complaints, provide feedback, and request information about services available to them.

The partnership is designed to improve Child Survival and Development (CSD) and promote effective community engagement by deploying multi-purpose volunteers across 14 camps. These efforts will help bridge service delivery gaps, promote positive behaviours and practices, and build greater trust and ownership among affected communities. By integrating AAP and CFRM mechanisms with community engagement strategies, the program ensures that refugee voices directly contribute to humanitarian planning and prioritization, while enabling more efficient and equitable service delivery.

Key interventions include the collection of complaints, feedback, and queries (CFQs) through both digital platforms and face-to-face interactions, with systematic entry into UNICEF’s digital system. The initiative also involves the management of integrated CFRM centres across 14 UNICEF-supported camps to guarantee that concerns are addressed promptly. Community engagement activities will be focused on building trust and confidence, with Child Survival and Development Volunteers facilitating dialogue and feedback between refugees and service providers.

Another critical component of the partnership is capacity building, equipping project staff, volunteers, and other stakeholders—including programme sectors and camp administration—with skills and knowledge in digital CFRM systems, behaviour change communication, and risk communication strategies to address issues such as disease outbreaks.

The program targets a direct reach of 492,773 people, including children, adolescents, youth, parents, caregivers, pregnant and lactating mothers, community and religious leaders, and camp administration across the 14 Rohingya refugee camps in Cox’s Bazar. By integrating digital tools with community engagement approaches, UNICEF aims to create a responsive and participatory environment that strengthens accountability, empowers refugees, and enhances humanitarian outcomes.
