The International Renaissance Foundation (IRF) is seeking applications for its “Integration of Internally Displaced Persons (IDPs) for Life in New Communities” Competition in order to work out the models of social integration of IDPs into the life of the new territorial community, to develop mechanisms for preventing and resolving conflicts that arise around IDPs in communities.
The purpose of the competition is to promote the social integration of IDPs to live in new territorial communities, where they plan to stay for a long time or forever, as well as to prevent and facilitate conflict resolution at the level of selected territorial communities that may arise around IDPs.
Priorities
- The project proposal may include the following activities (the list is not exhaustive):
- implementation of measures for social integration of IDPs into life in the territorial communities of Ukraine, where they currently live and plan to stay for a long time, in particular, using the tools of local democracy;
- creating conditions for the use of the potential of IDPs (their knowledge, skills, abilities, etc.) for the needs of the development of territorial communities where they live;
- prevention and mediation of conflicts in selected territorial communities to which IDPs are or may become a party, and implementation of measures to minimize the risks of new similar conflicts in the future;
- development, public discussion and lobbying of draft local regulations that will improve / create conditions for long-term stay of IDPs in the local community;
- providing IDPs with legal assistance, advisory, informational and other services.
- The participants of the competition should envisage dissemination of the model / mechanism of IDP social integration to life in the new territorial community, informing the public about the progress of the project and its results, dissemination of best practices (success stories) among local communities through media, Internet, new media.
Funding Information
- The total budget of the competition is UAH 3,218,039.
- The optimal size of the grant is UAH 300,000 – 370,000.
- Duration: The project implementation period is up to 9 months. The approximate start date of the projects is September 1, 2022.
Eligibility Criteria
- Participants of the competition: Public organizations, public unions, bodies of self-organization of the population (BSPs) and charitable organizations that have experience of practical work with IDPs and / or mediation of conflicts in territorial communities are invited to participate in the competition. Contest participants can be registered in any region of Ukraine.
- Projects that do not meet these requirements will not be considered.
- Preference will be given to project proposals that:
- cover as many competition priorities as possible;
- submitted by participants in the competition who have previous experience in working with IDPs and / or mediation of conflicts in local communities;
- will be performed in cooperation with local governments;
- aimed at carrying out activities that, in addition to overcoming conflicts (if any, in selected territorial communities), involves the implementation of a set of measures to prevent conflicts in the future;
- provide for the active use of forms of local democracy to integrate IDPs into life in the communities in which they find themselves.
Criteria
- compliance of the submitted project proposal with the purpose and priority areas of the competition;
- clarity of the purpose of the project proposal, compliance of tasks and activities within the project with its purpose;
- the projected impact of the project on the achievement of positive changes, the involvement of authorities and civil society institutions in achieving these changes;
- focus on overcoming the confrontation between the parties to the conflict;
- complexity of approaches to solving problems;
- previous experience of the bidder in carrying out the activities envisaged by the project proposal;
- realistic implementation of the project, the presence of a clear plan for its implementation, the effectiveness of the proposed mechanisms for implementing project ideas, the certainty of the expected results;
- taking into account the principles of gender equality and non-discrimination in the planned project activities;
- viability of the project after its completion.
