Simon of Cyrene Community Rehabilitation and Development Foundation, Inc., (SCCRDFI) and its implementing partner Caritas Diocese of Libmanan (CDL), with funding support from CBM Global Disability Inclusion, CBM Australia with support from the Australian government, invites all consulting parties to submit their proposals for the Research on Impact of Climate Change to Persons with Disabilities in the Bicol Region.
This Research, therefore, aims to technically support the initiatives of the Inclusive Humanitarian Response Preparedness (IHRP) Project where it is supporting vulnerable populations and those of high-risk groups affected by disasters are included in decision making and have meaningful access to protection, inclusive humanitarian assistance, and climate change adaptation and disaster risk reduction initiatives in Bicol Region, Philippines in areas of data and information sharing including meaningful access and use from such data of persons with disabilities.
Specifically, CBMG (CBM Global) Philippines Country Office and its partners have improved capacity & readiness to deliver inclusive humanitarian responses and influence local and national humanitarian actors on inclusive practices and active engagement of OPDs (Organization of People with Disabilities) in disaster response and risk reduction initiatives
Objectives
- This research’s overall objective is to determine climate change’s impacts on persons with disabilities in selected areas of Region V through participatory and consultative approaches. The result of the study will serve as baseline information to help us measure the change their project is having over time and contributes to advocacy efforts. The specific objectives are.
- To know if persons with disabilities, their families and communities have observed or experienced changes in) weather pattern over time (identify what are these changes in weather pattern, changes in soil quality, changes in water level (sea and river), and access to potable water.
- To identify the changes observed/experienced by persons with disabilities and their families on livelihoods, access to information, displacement/migration, health, and education.
- To know what persons with disabilities and their families are thinking about how climatic changes is negatively affecting them in various ways including participation, access to resources, and poverty; and
- To understand how people with disabilities and their families are coping with the negative effects of climate change and how they can contribute to reducing the localized impact of climate-induced disasters.
- In addition to the study’s objective, a desk review will be done on:
- Recorded changes on weather events in Region V in the past 15 years identifying differences in weather cycles for both wet and dry seasons.
- Different local policies on climate change actions and draw out recommendations that resonate with the articulation of priorities in these policies, frameworks and plans related to inclusive climate action. The following local policies will be the focus of the desk review.
- Local Climate Change Action Plans (LCCAP) of covered provinces and Bicol region.
- People’s Survival Funds (LGU (Local Government Unit) and CSOs (Civil Society Organizations))
- Philippine National Framework Strategy on Climate Change
- Philippines Nationally Determined Contribution (NDC)
- Philippine Disability Law and other inclusive relevant policies.
Methodology
- The commissioned Consultant will be providing the details on the methodologies to be used for the conduct of this Research Study, which shall not be limited to Focused Group Discussions (FGDs), Key Informant Interviews (KII), via face-to- face sessions or online sessions. Every session with organizations of persons with disabilities will commence with a brief discussion on climate change to contextualize and level-off on the discussions.

- The total contract cost is 250,000.00.
- TimeLine: This Research study shall be completed within two (2) months.
Output
- The output of this research study shall be a 10 – 15 pages report document outlining the process that were employed, narrative of major findings and recommendations/call for action of the research, where a General Recommendation shall be required, as well as Specific Recommendations to be undertaken by the IHRP Project in the covered areas. Valuable information such as the profiles of the areas and organizations engaged, photo documentation and other relevant references can be included in the appendix.
- Executive Summary shall form part of this Output. Only electronic, ready-to-print format shall be required. The results will also be presented in the Validation Workshop to be conducted with project stakeholders and CBM Philippines Country Team members.

- This study will be conducted within the Inclusive Humanitarian Response and Preparedness (IHRP) project covered areas, as follows:

- Municipal LGUs (Local Government Units) (Mayor/Local Chief Executive, Vice-Mayor, Municipal Disaster Risk Reduction and Management Officer, Municipal Social Welfare & Development Officer, Municipal Environment & Natural Resource Officer, Municipal Agricultural Officer, Municipal Environment Officer, and Municipal Health Officer).
- Barangay LGUs (Barangay Captain, Barangay Disaster Risk Reduction & Management Council Members).
- Persons with disabilities and their representative Organizations of Persons with Disabilities
- Farmers / Fisherfolks
- Philippines Climate Change Commission and Office of Civil Défense (National and Regional)
- In the selection of participants, they need to ensure the following:
- 50% of the participants are women and diverse disabilities
- Different age ranges, including adolescent boys and girls (ages 13-17), and children
- Persons with disabilities with different disabilities/impairment types
- Consultation is done in an accessible way, with reasonable accommodation considered and budgeted in the selection process.
