The Italian Agency for Development Cooperation has launched a call for proposals for the Empowerment and Social Protection of Refugees and Host Communities in Jordan.
Objectives
- In order to respond organically and sustainably to this complex of needs, the JRP identifies three specific objectives for the “Social Protection and Justice” sector:’
- Strengthening national and subnational social protection systems in line with international protection standards (comprehensive, transparent and equitable), in order to ensure the fulfillment of the rights of refugees and vulnerable Jordanians and the promotion of a life in dignity for everyone. - Improvement of inclusive social protection and poverty reduction mechanisms for refugees and vulnerable Jordanians affected by the crisis, in order to ensure the satisfaction of essential needs taking into account the specific needs of women, girls, men and boys. [Social care]
- Ensure fast and quality access to the justice system in Jordan for women, girls, boys and men in governorates affected by the Syrian crisis [Justice].
Sectors
- Among the main problems identified by the JRP in this sector, the following can be mentioned:
- non-self-sufficiency (which implies a strong dependence on humanitarian aid);
- difficulties in meeting essential survival needs, including a decent home, access to food, water and sanitation;
- child labour;
- widespread cases of sexual and gender-based violence (SGBV);
- violence against minors;
- issues relating to mental health and psychosocial well-being;
- the marginalization and isolation of many social categories, especially people with disabilities and the elderly, and
- issues related to the lack of certainty with respect to property rights.
Detail
Specifically, Lot 1 (Protection) aligns with initiatives carried out by international organizations such as UNHCR, Un Women, WFP and UNRWA, and with the following bilateral interventions in competition with the OSC:
- Emergency initiative to support the achievement of minimum protection goals for particularly vulnerable people among refugees and host communities in Jordan,
- Emergency initiative for the protection and integrated assistance of the most vulnerable people among Jordanian refugees and host communities
- Emergency initiative for the protection and integrated social assistance of the most vulnerable groups among Jordanian refugees and host communities (AID 11731/03/0), launched in January 2023 with the contribution of CSOs AVSI, TDH-It, INTERSOS , UPP, ICU, COOPI, AIDOS and VDT.
Lot 2 (Economic Empowerment/Livelihood) aligns with initiatives carried out in collaboration with the ILO, IUCN and UNICEF, and with the following bilateral interventions:
- LRRD initiative in support of building sustainable livelihoods for Syrian refugees and vulnerable Jordanians to alleviate the effects of the Syrian crisis and the COVID-19 pandemic in Jordan (AID 12193), currently ongoing with CSOs AVSI, ARCS, COOPI, AIDOS, of which this initiative can be considered a second phase;
- Inclusion of people with disabilities in Jordan: deinstitutionalisation and mainstreaming in humanitarian aid (AID 11343), currently underway with OSC TDH It;
- LRRD bilateral initiative “Support for the creation of sustainable livelihoods for Syrian refugees and vulnerable Jordanians” (AID 011324) worth €1.5 million;
- LRRD bilateral initiative “Services of assistance and support for Syrian refugees and for Jordanians with disabilities” (AID 011687) worth €1 million.
Funding Information
- Funding requested from AICS not exceeding:
- For the proposals referring to Lot 1:
- EUR 665,000.00 (six hundred and sixty-five thousand/00) for project proposals presented by a single non-profit entity;
- EUR 1,330,000.00 (one million, three hundred and thirty thousand/00) for project proposals presented by ATS formed by two or more non-profit entities;
- For the proposals referring to Lot 2:
- EUR 798,000.00 (seven hundred and ninety-eight thousand/00) for project proposals presented by a single non-profit entity;
- EUR 1,596,000.00 (one million five hundred and ninety-six thousand/00) for project proposals presented by ATS formed by two or more non-profit entities;
- For the proposals referring to Lot 1:
- Duration
- For the proposals referring to Lot 1: maximum 21 (twenty-one) months;
- For the proposals referring to Lot 2: maximum 21 (twenty-one) months;
Eligibility Criteria
- Non-profit entity requirements
- Project proposals for this Call for Proposals may be submitted by non-profit organizations which, at the date of submission of the project proposal, meet all of the following requirements:
- Registration in the list pursuant to art. 26, paragraph 3, of Law 125/2014. For non-profit entities without an operational headquarters in Italy (local and/or international non-profit entities), in place of the aforementioned registration in the list, the existence of a partnership agreement with one of the entities registered in the aforementioned list is required. This agreement can be of various nature (affiliation, association, partnership) but must in any case, under penalty of exclusion, be of a general nature, pre-existing this Call for Proposals (and therefore not limited to a specific action or established only for the purpose of participation to this Call) and must remain valid even after the conclusion of the activities relating to this Call;
- Specific and proven experience in humanitarian aid interventions;
- For non-profit entities without operational headquarters in Italy (local and/or international nonprofit entities), be established and in compliance with the legislation in force in the country of origin;
- They are not debtors to the DGCS of the MAECI and/or AICS or other donors, for certain, liquid and payable debts, including debt situations deriving from measures to revoke contributions for promoted and/or entrusted projects;
- have not engaged in behavior characterized by gross negligence or bad faith in the implementation of DGCS/MAECI, AICS, other donor projects or in the exercise of their activities;
- Ability to operate on site according to local regulations;
- They are not registered in the lists of subjects subject to restrictive measures, which can be consulted at the following link www.sanctionsmap.eu. This requirement must also be possessed by the partners involved in the implementation of the project;
- In the case of joint projects in Temporary Purpose Association (ATS): each of the non-profit subjects forming part of the ATS must meet the requirements set out in this, to be certified according to the procedures set out in the following of this Call.
