The United States Department of State’s Bureau of Educational and Cultural Affairs’ Office of International Visitors (ECA/PE/V) has announced an open competition for a cooperative agreement. This agreement aims to support staff expenses and overhead costs for the FY 2026 International Visitor Leadership Program (IVLP) Collaborative Services.

The IVLP is the U.S. Department of State’s flagship professional exchange program, designed to advance U.S. foreign policy goals through professional exchanges that showcase American excellence. The program helps make America safer, stronger, and more prosperous by providing foreign leaders with firsthand knowledge of U.S. society, history, and culture.

Participants in the IVLP are current and emerging leaders in government, politics, media, education, science, NGOs, the arts, and other fields. These individuals are nominated by U.S. embassy officers abroad, approved by ECA/PE/V staff in Washington, DC, and typically have little or no prior exposure to the United States.

The total estimated funding for the program is $1,197,000, with an award ceiling and floor set at $399,000. The length of the performance period for this cooperative agreement is 36 months.

Eligible applicants include U.S. not-for-profit organizations, including think tanks and civil society/non-governmental organizations, as well as U.S. public and private educational institutions. All applying organizations must have a Unique Entity Identifier (UEI).
