NOFO: Advancing English Language Education in El Salvador

The U.S. Embassy in El Salvador is accepting applications for a program titled Advancing English Language Education as a Pathway to Prosperity, Stability, and Strong Bilateral Ties with El Salvador.

The objective of this initiative is to expand and improve the quality of English language education in the country. It aims to increase economic opportunities for youth by training both in-service and pre-service teachers and administrators. The long-term goal is to strengthen human capital, enhance access to education and formal employment, reduce illegal immigration, and support a workforce that attracts U.S. trade and investment.

Applicants are encouraged to strengthen their proposals by including components such as connecting participants to existing educator networks for mentorship and sustainability. These networks can help extend the impact of the program beyond its formal duration by building peer support communities.

Proposals may also include a leadership development institute for English language program administrators and coordinators. This could feature training from U.S. experts in strategic planning, teacher support, and adapting to educational changes.

Competitive projects should focus on expanding reach beyond the capital city and into rural areas. Forming regional peer networks is encouraged to help teachers collaborate and grow professionally, especially in communities vulnerable to migration pressures.

Sustainability is key. Applicants should consider partnerships with higher education institutions, government bodies, and the private sector. This can include linking language training to job opportunities, internships, and apprenticeships. Collaborations with the Ministry of Education and civil society organizations are also encouraged, particularly those supporting deportees or returnees.

Applicants should support long-term sustainability by formalizing teacher networks into structured organizations. These networks can maintain momentum beyond the grant period through self-governance and resource mobilization.

Innovative technologies are also a priority. Proposals that incorporate AI language apps, virtual reality, online platforms, and digital/media literacy into English learning will be favored. Strategies for integrating these technologies effectively in classrooms should be clearly outlined.

Applicants are further encouraged to use creative communication techniques, including storytelling, social media campaigns, and multimedia content to promote visibility and engagement with the program and its U.S. partnership.

The total funding available is $80,000, with awards ranging from $50,000 to $80,000. The performance period is 12 to 16 months.

Eligible applicants include non-profit organizations legally registered in the U.S. or El Salvador, public and private educational institutions, public international organizations, and governmental entities. Applicants must work in the field of English language education, have a qualified accountant, the ability to open a separate U.S. dollar bank account, and submit reports in English. All applicants must be legally permitted to operate in the country where the project will take place.
