Request for Proposals: Nexus Funding Facility (Stage 1) – Cameroon and Chad

The Nexus Funding Facility (NFF), managed by the United Nations Development Programme (UNDP), is a regional, multi-donor mechanism designed to bring together humanitarian, development, and peace efforts in the Lake Chad Basin.

The facility provides catalytic financing for initiatives that simultaneously address urgent humanitarian needs and tackle the underlying causes of vulnerability, conflict, and underdevelopment.

Operating in one of the world’s most complex crisis environments, the NFF targets the Lake Chad Basin, where communities face overlapping challenges such as displacement, food insecurity, and environmental degradation. With over six million people displaced across Chad, Cameroon, Nigeria, and Niger, the NFF focuses its initial funding cycle on Chad and Cameroon, emphasizing cross-border cooperation to strengthen resilience, stability, and recovery. Projects are expected to align with national Nexus priorities and foster collaboration among humanitarian, development, and peace actors.

This funding cycle operates under a total budget of USD 5.8 million, supporting innovative, area-based interventions that promote local leadership and sustainability. Consortia of organizations may apply for grants ranging from USD 1 million to USD 2.9 million, while consortia made up exclusively of national organizations can request between USD 250,000 and USD 450,000. Projects may last up to 24 months, and budgets must be presented in U.S. dollars, with overheads capped at eight percent. Local partnerships will play a vital role, though allocations to local partners should not exceed USD 150,000 per project.

Eligibility extends to organizations working across the Humanitarian–Development–Peace (HDP) spectrum, including UN agencies, international NGOs, and national civil society organizations. Applicants must be legally registered in their respective countries for the entire project duration and have a proven track record in relevant programming. Local organizations are particularly encouraged to apply, provided they have established community relationships and experience working in the targeted regions of Chad and Cameroon.

All proposed projects must be multi-sectoral and demonstrate clear integration of humanitarian relief, sustainable development, and peacebuilding components. They should also present a cohesive operational strategy that leverages the strengths of each consortium member to deliver complementary—not overlapping—results. By linking short-term relief with long-term recovery, the Nexus Funding Facility aims to advance durable solutions that strengthen resilience and stability across the Lake Chad Basin.
