Oxfam is issuing this call for expressions of Interest (EOIs) to provide equal chances for grassroots CSOs to be supported through the program and invites CSOs from Herat, Nangarhar, Takhar, Balkh, Daikundi, and Samangan provinces to participate in the advocacy activities of the Civic Space Program.
Through its “Civic Space program” funded by the European Union, Oxfam is aiming to enable Civil Society Organizations to engage as independent gender-responsive actors of governance and development in Afghanistan, this program therefore aims to increase the capacity of CSOs to perform their role as independent development actors more effectively and to enhance efforts to promote a conducive environment for CSOs.
The total number of CSOs to be selected from this EoI is six per province. In the first phase, CSOs will be selected through their EoI and the selected CSOs will be introduced to the program implementing partners for thematic and operational capacity building trajectories as well as facilitated in raising their collective voice in the planning and budgeting process.
In the second phase, financial support will be provided to the CSOs to ensure support for and mobilization of grassroots CSOs for advocacy campaigns complementary to the objectives of the program; it will be done through a competitive call for proposals (RFPs) for small-scale advocacy projects and CSOs that have been part of the first phase will be eligible to apply.
Grassroots CSOs Under this Action, grassroots CSOs are defined as small-scale, local/community level citizen groups/organizations already active in the target provinces but not at the national level.
Eligibility Criteria
CSOs meeting below listed eligibility criteria can submit an expression of Interest:
- CSOs from Samangan, Balkh, Daikundi, Herat, Nangarhar, Takhar provinces are eligible to submit EoI;
- The organization is operational and functional for at least one (1) year;
- CSOs that work on issues related to Gender inequality , human rights , public service delivery and governance and development process;
- Demonstrate sufficient operational capacity to manage grants;
- Have a thematic focus on health and/or education, budget monitoring or advocacy in general;
- The organization is maintaining its accounts in a bank;
- The organization is non-governmental, non-political, and non-profit-distributing.
