The United Nations Development Program (UNDP) Armenia “Support to Post-conflict Recovery of the Most Vulnerable Communities and Groups in Armenia” project has launched a new initiative: “Skills upgrade through on-job training with the focus on displaced families and war veterans in Yerevan and Armavir, Aragatsotn, Kotayk and Ararat regions”.
UNDP invites local NGOs of Armenia to participate in a bidding competition to support the creation of temporary employment through 3-month on-job training for the most vulnerable segments of population in Yerevan and closest 4 regions (Armavir, Aragatsotn, Kotayk, Ararat) including displaced population and war veterans.
The intervention is called to make people in regions affected by double crises of COVID-19 pandemic as well as hostilities in and around Nagorno Karabakh to feel safer and more engaged in community life to provide with better livelihood opportunities; to give people a credible socio-economic growth perspective in a future, to facilitate socioeconomic reintegration of war veterans and family members and to strengthen the ties between communities.
The component will further capitalize on the UNDP existing strong partnerships with State bodies and local authorities, private companies and CSOs as well as will strive to establish new partnerships for proper channeling of positive behavior changes targeting key building block of enhanced livelihoods for sustainable communities.
The Project will fund full cost of the 3-month on-job trainings for 100beneficiaries(Yerevan 40,Armavir -15, Aragatsotn – 15, Kotayk-15, Ararat- 15) in the total amount of USD 115 000 including:monthly salary for the beneficiaries (100.000 AMD per month), taxes and mandatory payments, contract separation cost, fee for coaching (34.000 AMD per month)to be provided to regional Employers, as well as Company overhead costs for the project implementation. Cost of the on-job training for one beneficiary per month is aligned with the rates set by the State-run Program for unemployed population in the field of temporary jobs creation.
Duties and Responsibilities
Under the overall supervision and the overall guidance of the UNDP Project Coordinator the contractor will be responsible for the following:
- Liaison between local authorities as well as regional offices of Integrated Social Services, regional Employers and direct beneficiaries.
- Implement on the job training component of the Project:
- identification of potential beneficiaries willing to be trained,
- identification of potential Employers, willing to train the beneficiaries,
- monitor on-job trainings,
- follow-up the process,
- ensure full realization of the duties and responsibilities of both parties.
- Administer UNDP fundsallocated for the implementation of the initiative on daily basis.
- Prepare monthly reports and other types of communication (success stories, media updates) on the component implementation.
- Conduct M&E field visits to the target communities.
- Prepare Finaative Reports summarizing main achievements and lessons learned for scaling-up further interventions.
- Prepare humncial Reports (Interim and Final)on the component implementation as per the UNDP requirements.
- Prepare Narran stories, small video shootings about the project implementation at least two for each region in line with the UNDP and donor’s visibility requirements.
Eligibility Criteria
- A Company or an NGO will be required to comply with standard UN rules and regulations and should have the following knowledge and experience:
- Demonstrated experience in implementation of community-based skills development and employment generation projects across different regions of Armenia for the last 2-3 years,
- Demonstrated knowledge on skills development and employment sector in Armenia,
- 3+ year experience in management of financial resources,
- Experience to work with multiple stakeholders (communicate issues and facilitate resolutions to them in a timely and due manner),
- Has a portfolio of relevant by scope projects executed in Armenia.
- Has a deep understanding of post conflict situation in the country.
- The team should consist of the following core staff members:
- A Team Leader, with at least 5 years of successful project management experience,
- A Finance officer with at least 3 years of relevant experience for financial management of the resources,
- An Employment expert with at least 3 years of experience in employment sector,
- A M&E Expert for field visits and reportingwith at least 1 year of relevant experience.
