The United Nations International Children’s Emergency Fund (UNICEF) is accepting applications for its program to support Children and Young People to participate in Sustainable Development, Peacebuilding, Social Cohesion and Transformation in Cabo Delgado.
The program aims to reach 35,000 community members, with specific goals to support: 35,000 children and caregivers with mental health support. 4,000 children in case management and birth registration. 3,000 adolescents involved in peacebuilding. 3,100 children benefiting from educational interventions. 2,000 youth engaged in skills development across 15 communities. The target district is Palma in Cabo Delgado. Monitoring will occur monthly through UNICEF visits and check-ins, supplemented by informal communication methods, such as phone calls or video conferencing. Implementing partners are encouraged to report using UNICEF templates and to identify challenges early to meet targets.

Expected Results
- Within this framework, UNICEF will collaborate with government and partners to achieve the following outputs and activities:
- Output 1: Reintegration of Out-of-School Children into Formal Education Provide technical support to Palma District Authorities (SDEJT) and Cabo Delgado Provincial Education Authorities (DPE) to deliver alternative education programs in around 15 schools, including: Accelerated Education Programs (AEP) for out-of-school children. Catch-up classes for children who missed school. Remedial classes for primary students. Support schools and councils in reintegrating out-of-school children
- Output 2: Increased Access to Social Services for Vulnerable Children and Adolescents Enhance legal identity through birth registration. Strengthen community-based social services, including social workers and alternative care providers. Increase psychological care for children affected by armed conflict (CAAFAG) and survivors of Gender-Based Violence (GBV). Establish robust referral systems at community and district levels. Utilize digital child protection management systems for casework. Empower community committees for identification and referral processes.
- Output 3: Strengthening Social Cohesion in Communities Improve community resilience by enhancing access to mental health and psychosocial support (MHPSS) and child protection programs. Identify protection risks and develop community responses for prevention and mitigation. Provide reintegration support to CAAFAG and vulnerable children through multipurpose centers, linking health, education, life skills, and vocational training.
- Output 4: Access to Diverse Technical Skills Training and Income-Generating Opportunities for Adolescents Provide technical support to SDEJT Palma and DPE Cabo Delgado to offer skills development and income opportunities to youth in around 15 communities, including: Holistic skill packages such as Literacy and Numeracy Classes, Life Skills Sessions (including Financial Literacy), and Vocational Training. Internships, start-up kits, and mentoring to support transitions from learning to earning (L2E). Develop training manuals and resources for skills interventions.
