2023-2024 Humphrey Fellowship Program (Mongolia)

The U.S. Embassy in Mongolia is seeking applications for its 2023-2024 Humphrey Fellowship Program.

The Hubert H. Humphrey Fellowship Program is a non-degree 10-month professional development program. It brings accomplished young and mid-career professionals with demonstrated leadership potential to the United States for a year of non-degree graduate-level study, leadership development, and substantive professional collaboration with U.S. counterparts.

The Humphrey Fellowship was established in 1978 as a Fulbright exchange that advances U.S. foreign policy goals through the exchange of mid-career professionals representing approximately 140 eligible countries from all world regions. A recent evaluation found that 61 percent of Humphrey alumni return home and work in government in some capacity. Others are leaders in their fields driving policy, introducing new best practices and implementing innovative management methods into their organizations.

Program Components

• Academic: The Humphrey program is classified as a non-degree program by the Student and Exchange Visitor Information System (SEVIS). Humphrey Fellows cannot transfer from non-degree status to degree status under any circumstances. Humphrey Fellows pursue tailored study programs at participating host institutions, where the freedom from the requirements of a degree program gives each Fellow the flexibility to pursue a self-directed, individualized program. There is no provision for Fellows to request placement at any particular university. Approximately 15 campuses have been selected through a competitive process to host Fellows in groups with thematic and subject affinities. Each university is chosen based on institutional resources and the level of support and guidance it offers to the participants. Each campus has a designated faculty coordinator for academic and administrative support. In addition, faculty advisers also assist Fellows in pursuing balanced academic and professional programs.
• Professional: Professional enrichment activities include professional visits, conferences, training programs, and a professional affiliation (work attachment). The professional affiliation provides first-hand exposure to an American work environment on a full-time basis for a minimum period of 6 weeks. Early in the academic year, each Fellow develops, with assistance from the local campus coordinator and faculty advisers, a detailed plan of practical professional activities geared to the Fellow’s Humphrey program objectives.

• The Humphrey program supports studies in broad range of areas. Each year the list of supported list of studies get updated depending on country needs and requests. Below is the list of general fields of studies that are supported by the Humphrey program:
  • Sustainable Development:
    • Agricultural and Rural Development;
    • Economic Development/Finance and Banking;
    • Natural Resources, Environmental Policy, and Climate Change;
    • Urban and Regional Planning.
  • Democratic Institution Building:
    • Communications/Journalism;
    • Law and Human Rights;
    • Public Policy Analysis and Public Administration;
    • Trafficking in Persons Policy and Prevention;
    • Technology Policy and Management;
    • Human Resource Management.
  • Education:
    • Educational Administration, Planning and Policy;
    • Higher Education Administration;
    • Teaching of English as a Foreign Language.
  • Public Health:
    • Public Health Policy and Management;
    • HIV/AIDS Policy and Prevention;
    • Substance Abuse Education, Prevention, and Treatment.

Eligibility Criteria

• To be eligible, applicants must be:
  • Be a Mongolian citizen currently living in Mongolia
  • Hold a university degree (B.A. or equivalent)
  • Have 5 years of substantial professional/working experience in the relevant field immediately preceding the application
  • Have demonstrated leadership qualities and a record of public service
  • Applicants should be proficient in both written and spoken English, and be willing to sit for the TOEFL (English language proficiency exam) or IELTS, if they are a program finalist.
  • Preference will be given to candidates with limited prior experience in the U.S.
