The U.S. Embassy Kabul is pleased to announce the open application cycle for the 2022 Hubert H. Humphrey Fellowship Program for citizens of Afghanistan.
The Humphrey Fellowship, a Fulbright exchange program, is a fully funded, non-degree fellowship that enhances leadership among international professionals and builds expertise in fields of critical importance to advance societal and institutional capacity or promote human rights and freedoms.
Humphrey Fellows pursue tailored study programs at participating U.S. universities where freedom from the requirements of a degree program gives each Fellow the flexibility to pursue a self-directed, individualized program. In addition, Fellows complete at least six weeks of professional affiliation at a U.S.-based governmental, non-governmental, private sector, or international organization.

Eligibility Criteria
- Applicant’s professional and educational experiences must align with one or more priority fields.
- Applicant must hold Afghan citizenship.
- Applicant must be a mid-career professional in a leadership position with demonstrated commitment to public service and have the potential for professional advancement.
- Applicant must have a minimum of seven years full-time professional experience in the relevant priority field living and working in Afghanistan prior to August 2022.
- Applicant must hold a university degree requiring at least four years of full-time study and must have completed the degree before September 2017.
- Applicant must submit TOEFL score results as part of the application. Exceptionally promising candidates with lower scores will still be considered for the Fellowship with a required English language training component.
