The U.S. Embassy in Honduras is pleased to announce the 2022-2023 competition for the Hubert H. Humphrey Fellowship Program.
The Hubert H. Humphrey Fellowship Program was established in 1978 by the United States Government to carry out the promise of international service and cooperation of the late Vice President Hubert H. Humphrey.
The program offers opportunities to professionals from developing countries who demonstrate career established and leadership skills in public or private service.
The Humphrey Scholarship consists of a ten-month program that allows you to combine academic courses at the graduate level with opportunities for professional development.

The call for the academic year 2022–2023 offers opportunities in the following fields:
- Human and Institutional Capacity:
- Economic development
- Finance and Banking
- Analysis of Public Policies and Public Administration
- Technology Policies and Administration
- Human resources management
- Rights and Freedoms:
- Communications / Journalism
- International Religious Freedom
- Laws and Human Rights
- Policies and Prevention of Trafficking in Persons
- Sustainable Lands:
- Agricultural and Rural Development
- Natural Resources, Environmental Policy and Climate Change
- Urban and Regional Planning
- Prosperous Communities:
- Contagious and Infectious Diseases
- Public Health Policies and Administration
- HIV / AIDS Prevention and Policies
- Substance Abuse Education, Treatment and Prevention
- Educational Administration, Planning and Policies

- Teaching English as a Foreign Language (teacher training, curriculum development and methodology)
Scholarship Benefits
- The Humphrey Scholarship provides international passage, college tuition and costs, accident and medical insurance, monthly stipend, and funds to pay for books and professional activities.
- The Humphrey Program does not provide financial support for dependents accompanying the fellow.
Program Requirements
- Be Honduras, residing in Honduras.
- Have a very good academic record.
- Possess a Bachelor’s Degree.
- Have at least five years of full-time professional experience in your field, prior to August 2022 and after obtaining your Bachelor’s Degree, with an interest in the policy aspects of your field of expertise.
- Demonstrate your leadership skills and track record of service.
- Proficiency in English.
- Limited previous experience in the United States.
Ineligible Applicants
They are not eligible for this Program:
- American citizens.
- People with US residency status.
- People who have previously received a Fulbright scholarship.
- University professors or academic researchers who do not have administrative responsibilities (except in the field of Education, Treatment and Prevention of Substance Abuse, and Teaching English as a Foreign Language).
- Individuals who have attended a graduate program in the United States for one academic year or more within the seven-year period prior to August 2022.
- Individuals who have had more than six months of experience in the United States within the five-year period prior to August 2022.
- People with recent experiences in third countries, especially in developed countries.
- Local employees of the United States Government Mission and their families, and remain ineligible for up to one year after termination of employment.
