The U.S. Embassy is pleased to announce the 2023-2024 Hubert Humphrey Fellowship Program.
This one year, full-scholarship program is offered to mid-career professionals working at the policy-level who have a record of leadership, a commitment to public service, and the initiative to take full advantage of an independent study at a leading American university. The Hubert H. Humphrey Fellowship Program brings accomplished professionals from developing countries to the United States at a midpoint in their careers for a one-year of non-degree study and related professional activities.
The Humphrey Fellowship covers international travel, travel within the United States as required, tuition and fees, books, a monthly maintenance stipend, and limited funds for professional development activities such as attendance at conferences, field trips, and professional affiliations. Successful applicants will be placed at participating universities in the United States starting June – August 2023 period.

Eligibility Criteria
- Be Algerian citizens;
- Hold a Bachelor of Arts or Science Degree (4-years full time study degree under the former classical system or Bachelor and M1/M2 of Arts or Science Degree (5-years full time study degree under the LMD system);
- Must have a minimum of five years of substantial professional experience prior to August 2022 in the respective field, and be eligible for leave (no “internship” will be considered);
- Demonstrated leadership qualities and a record of public service in the community;
- English language ability as measured by TOEFL IBT (minimum score of 71 score on TOEFL test or IELTS test). TOEFL or IELTS tests should be taken between May and mid-July. Test score report needs to be uploaded along with your application by the deadline.
- Limited or no prior experience in the United States
- A commitment to returning to Algeria after completing the program and a clear vision on how Fellow, home institution, and Algeria will benefit from the Hubert Humphrey experience;
