The Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking applications from eligible organisations for a program entitled “Drug Prevention and Awareness Programming in Burma” with an aim to build stronger and more resilient communities that are aware of and can counter the dangers of drug use.
INL seeks to work with the Government of Burma, the multilateral community, and the NGO community to reduce drug use in Burma. To address this goal, INL will support public education programs that raise awareness of the dangers of drug abuse or provide healthy alternatives to potential drug users as well as programs that meet the needs of people addicted to illicit narcotics.
INL seeks to address these goals by providing grants to a limited number of qualified organizations that can address these goals in concrete ways.
Project Objectives
- Support evidence-based grassroots drug prevention and awareness activities involving civil society, government officials, religious and community leaders, and women. Activities should be tailored by age group and focused on the risks and problems related to substance use.
- Assist communities and community advocates to understand the economic and social forces that influence drug use in their communities. Programs should also utilize evidence-based programming to identify and strengthen prevention activities and to minimize risk-factors for youth and community members.
- Facilitate the collaboration of both government officials and local community leaders to design creative anti-drug campaigns that accurately identify and address the problems and needs of local communities.
- Include marginalized groups within Burma – especially in the country’s major drug cultivation areas – that are particularly vulnerable to the dangers of drug abuse through targeted and creative messaging.
- Create or foster a forum through which community members can access and communicate with community leaders (government officials, law enforcement, civil society groups, medical personnel, etc.) to discuss and resolve issues related to drug use.
- Incorporate an initial research component (e.g. via focus groups or other mechanism) to design appropriate interventions with clear monitoring and evaluation components that identify expected program outputs and outcomes
Funding Information
- The anticipated total federal funding amount is $150,000.
- The period of performance is two years with an anticipated start date of October 2016.
Eligibility Criteria
- Applicants that qualify to receive U.S. grants such as U.S. not-for-profit/nongovernmental organizations (NGOs) or U.S. based educational institutions subject to section 501(c)(3) of the U.S. tax code; foreign not-for-profits/non-governmental organizations (NGOs) or foreign based educational institutions, with the ability to develop and successfully implement a project and meet INL’s reporting requirements.
- A consortium between foreign, local non-governmental organizations and education institutions is possible; however the presented documents shall demonstrate the added value of such a partnership in advancing the goals outlined above;
- Selected organization/s may also be asked to demonstrate current (or pending) country registration if required by the country of project implementation.
- Must have demonstrated experience implementing similar education or capacity building programs, preferably in Asia.
- INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Must have demonstrated experience implementing similar education, capacity building, and community development programs, preferably in Burma and preferably with the targeted community (ies) identified in the proposal.
- Must have demonstrated experience working with youth, women, and community leaders to implement one or more of the following: youth leadership training, civic education programs, community outreach programs, capacity building, media, social responsibility programs, community police programs.
