European Union Kosovo Home Affairs Programme is now open to strengthening the home affairs sector, in particular the Kosovo Ministry of Internal Affairs and its dependant agencies, and aligning it with European standards and EU acquis.
Objectives
- The global objective of this call for proposals is: To enhance the alignment of Kosovo home affairs sectors to the European standards and best practices and to improve the promotion of rule of law and fundamental rights in Kosovo.
- The specific objective(s) of this call for proposals is:
- To strengthen capacities and improve the performance of the Ministry of Internal Affairs and its dependent institutions to align effectively with the EU acquis and increase public safety and security in Kosovo.
Priorities Area
- The priorities of this call for proposals are:
- Support to EU Alignment: Improve functioning of the home affairs sector through further developing the legal and institutional framework in line with EU Acquis, European standards and best practices.
- Capacity building: Strengthen investigation and operational capacities and performance of law enforcement institutions in the areas of organized crime, corruption, terrorism, forensic, border management and migration.
- In addition, the Action aims to increase the quality of data and delivery of services of the Civil Registration Agency, in close coordination with projects managed by EUOK (European Union Office in Kosovo) and international Donors.
Funding Information
The overall indicative amount made available under this call for proposals is EUR 6,500,000.00. The contracting authority reserves the right not to award all available funds.
Types of Activities
- The grant should mainly provide technical assistance to the relevant institutions. The types of activities are kept general and only aiming at clarifying the expectation of the EU and beneficiary institutions. Further elaboration of the description of the action including methodology will be the responsibility of the applicant. The applicant may add other activities, which may include study visits, in addition to the activities listed below provided they are eligible, relevant and in line with the objectives and the expected results of the present call.
- Activities should include constant follow-up of institutional and legislative developments related to reform implementation in close coordination with the EUSR Legal Team and the Legal Matters and Advisory Rule of Law Section at the EU Office. The project should maintain the flexibility to adjust to these developments and target assistance in those areas where the prospect of achieving concrete results are best.
Eligibility Criteria
- Lead applicant(s)
- In order to be eligible for a grant, the lead applicant must:
- Be a legal person, and
- be a specific type of organization such as: a competent Government Department, Public body, or relevant mandated body of a Government Department or public body / authority of a European Union Member State, preferably in the fields related to this Action (Home Affairs) and
- Be established in a Member State of the European Union,
- Be directly responsible for the preparation and management of the Action with the co-applicant(s) and affiliated entity (ies), not acting as an intermediary
- Potential applicants may not participate in calls for proposals or be awa rded grants if they are in any of the situations
- In order to be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- Co-applicants should include at least:
- One (1) competent Government Department, Public body, or relevant mandated body of a Government Department or public body authority of a European Union Member State, in the fields related to this Action (Co-applicant must be from a different Member State than the lead applicant).
- Co-applicants participate in designing and implementing the Action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary (ies) in the Action (together with the coordinator).
- In addition, please note that contracts cannot be awarded to or signed with applicants included in the lists of EU restrictive measures
- Co-applicants should include at least:
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity (ies).
- Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (ie the lead appli cant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect c ontrol as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, ie the applicant is legally defined as a eg network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (eg network, federation, association,) as the proposed affiliated entities.
