The United Nations Educational, Scientific and Cultural Organization (UNESCO) seeks to build peace through international cooperation in Education, the Sciences and Culture. UNESCO’s programmes contribute to the achievement of the Sustainable Development Goals in Agenda 2030 adopted by the UN General Assembly in 2015. This Call for Partnerships (CFP) for Implementation Partners relates to the UNESCO project:
- Post-Earthquake technical standard enhancement on the conservation and protection of Heritage houses and structures in Vigan World Heritage Site, Philippines
Objectives and Expected Outputs/ Deliverables
The objective of this Call for Proposals is to identify a qualified technical partner to mobilize a group of exerts and supporting staff, supervise and monitor their works and deliver the following outputs:
- A study report assessing the existing techniques and proposing new technical standards for post-earthquake damage assessment, shoring and repair of Vigan’s traditional houses.
- A new chapter, or an addendum of UNESCO 2010 Vigan Homeowner’s Conservation Manual on a post-disaster intervention based on the above study.
- At least three awareness-raising/ information sessions targeting homeowners in Vigan.
- At least three knowledge-sharing workshops with local masons and carpenters.
- At least one closing meeting/event at the end of the activity, where the achievements of the activity could be presented and representatives of the Embassies of donor countries invited
- At least two professionally edited videos, including the complete project documentation and beneficiaries’ interview.
Funding Information
- Proposals amounts should range from a minimum of USD 50.000 for direct interventions in a single community/ activity or geographical area to a maximum of USD 98.000 for direct interventions in multiple communities/ activities or geographical area within the same country.
- The amount requested in the proposal should be commensurate with the organization’s administrative and financial management capabilities. In principle, project duration will not exceed 12 months.
Beneficiaries: Eligible proposals will be those focused on privately owned traditional houses and targeting homeowners as the direct and final beneficiaries.
Eligibility Criteria
- The Implementation Partner’s Agreement is only open to not-for-profit organizations. Therefore, the entity must be able to demonstrate its legal document(s) (such as a certificate of incorporation) showing its status as a not-for-profit organization certified by a national authority.
- Entity has relevant working experience minimum 5 years in cultural heritage conservation in the Philippines and is capable of communicating in the local language.
- Entity has experience in cultural heritage conservation and management, postearthquake damage assessment, shoring and repair, structural and material conservation of stone masonry, community consultation, and has at least 5 similar projects to demonstrate.
- The entity has experience in handling projects with a similar scope and complexity and has at least 3 examples of its past projects to demonstrate.
Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Sound technical proposal that includes innovative and replicable inclusion mechanisms to maximize the value transfer to the beneficiaries.
- High impact interventions directly targeting and responding to the needs established in the TOR.
- Size of budget requested commensurate with the organization’s proven administrative and financial management capacity.
- Participatory monitoring and evaluation that will contribute to building a sense of ownership among the beneficiaries to promote the sustainability of the interventions
