Delhi Police has announced the launch of Open Innovation Challenge 2021 to identify novel and emerging technological solutions from innovators, Startups, MSMEs and Enterprises to tackle the problem statements identified by the agency.
The shortlisted teams stand a chance to win exciting cash prizes and grants upto 6 Lakhs. The solutions developed by winners will be eligible for possible procurement by the force and mentorship by law enforcement and industry experts.

Problem Statement
- Predictive Policing: Use of AI (Artificial Intelligence) tools on crime data of past years to predict the most probable grid locations (say of size 200m x 200m) for each type of street crime i.e., snatching, robbery, burglary etc. daily. Other spatial and demographic features available in the public domain related to grid locations and data from social media can also be considered for improving accuracy.
- Image Processing for Vehicles: Develop a solution to capture the images of a number plate of vehicles moving at speed of over 80 kmph in low light conditions. The solution should be capable of SDK based integration with existing traffic and surveillance CCTV cameras and must be able to auto-generate the best possible combinations of the captured image for ground verification.
- SIM Box for VOIP: Develop a solution to locate and create a SIM box type of infrastructure being used in VOIP calls
- Accident Detection & Prevention: Use AI tools on road traffic accident data to identify accident black spots with specific mention of the affected hour of the day, day of the week, month of the year, season etc., for the affected road stretches to take mitigation measures to reduce intensity of black spots.
- Distress Response: Delhi Police ERSS-122 functioning in operations and communication at Shalimar Bagh, New Delhi is receiving 07 Lac calls per day before IVRS (integrated voice recording system) Approx. 97% calls received in ERSS-122 are blank calls. Only 15,000 calls (approx.) are actionable. An innovative solution is required to be developed to identify the blank calls.
- Network Jamming for Illicit Users: Criminals lodged in jails are using mobile phones to commit crimes outside the jail premises even after placing of jammer device by Prison Administration. Technological solution be developed to block such mobile phone devices from jail premises.
Eligibility Criteria
Start-ups adhering the following criteria are encouraged to apply:
- Start-ups: Applicants willing to propose and develop solutions must be:
- A Startup incorporated as a private or public limited under the Companies Act, 2013 or the previous Act 1956.
- The Indian Tech start-ups, MSMEs (Ministry of Small and Medium Enterprises), Companies, LLPs (Limited Liability Partnerships) registered in India under Companies Act can apply. The entity must have 51% or more shareholding with Indian citizen or person of Indian origin and should be domiciled in India. The applicant’s entity should not be a subsidiary company of any foreign corporation.
- Further to encourage participation from academia and industry, participating teams not mandatorily registered as Companies/ startups/ MSMEs/ LLPs can also apply for the Grand Challenge for Strengthening Border Security. However, the teams making it to the Stage-2, will be required to apply for registration as Indian Startups/ Company/ MSMEs/ LLPs. It will be expected that by the time of selection at the final stage, necessary registration has been completed.
- Also, the applicant would be required to furnish the proof of such registrations and necessary balance sheets.
- The applicant should have product in the market and existing customers. The scheme does not envisage to support ideation stage start-ups.
