This Call for Proposals for the Skills Development Fund (SDF) is part of the Support to Skilling Uganda Strategy (SSU) intervention. The SSU intervention is jointly implemented by the Belgium Development Agency (Enabel) and the Ministry of Education and Sports (MoES) with the support of the Belgian Government.

The programme focuses on supporting the national skilling reforms that aims at making Skills Development in Uganda more demand driven through linking the world of training with the world of work. The project has since 2016 supported skills trainings in the Albertine and Rwenzori regions specifically in the districts of Kasese, Kabarole, Buliisa, Hoima and Masindi with the aim to enhance the quality of skills development that is responsive to labour market needs.
This Call for Proposals is part of the Support to Skilling Uganda (SSU) project aimed at stimulating bottom-up initiatives and joint partnership ventures between public or non-profit private training providers (Technical and vocational training institutions) and labour market actors (private sector companies and associations) for skills development. This Call for Proposals is specific to the Albertine-Rwenzori region, targeting 3,000 beneficiaries (youths aged between 15-30 years) with 50% women/girls.
Objectives
The general objective of this Call for Proposals is to equip 3,000 beneficiaries (targeting vulnerable youth, women/girls and refugees) with skills development initiatives through quality instruction and work-based learning to enable beneficiaries access the labour market through wage employment or self-employment.

Geographical Coverage
The actions must be implemented in Uganda, Rwenzori-Albertine Region in the districts of Kasese, Kabarole (Bunyangabu and Fort Portal city inclusive), Hoima, Masindi, Bulisa; and Kyegegwa, Kamwenge and Kikuube (for refugees and host communities).
