The High Commission of Canada in Kenya has announced the call for proposals for the Canada Fund for Local Initiatives (CFLI) for the 2018-2019 funding cycle.
Grant Information
- The average contribution is expected to be in the range of CAD $15,000-$20,000 for each individual project. Larger projects may be considered on an exceptional basis.
- The average duration of a CFLI project is six (6) consecutive months, with all project activities to be completed by February 28, 2019. However, longer projects may be considered on a case-by-case basis.
Thematic Priorities
The Fund will grant applications in the areas that address identified needs of local communities that fall within one or more of the 2018-2019 CFLI priorities listed below for Somalia. The Government of Canada is strongly committed to supporting gender equality and empowerment of women and girls; thus, these considerations should be taken into account under each priority.
- Peace and security, with a focus on conflict prevention and building peace: Under this thematic priority, initiatives could include but not limited to projects that focus on:
- Improving multilateral management of peace and security challenges. This can include: strengthening the multilateral system to more effectively prevent, mitigate and respond to violent conflict, threats, insecurity and fragility; and, advocating for an increase in women’s voice and participation in decision making and interventions on peace and security.
- Supporting inclusive and gender-responsive violent conflict prevention, crisis response and sustainable peace in fragile and conflict-affected states. This can include preventing and addressing sexual and gender based violence (SGBV) in situations of violent conflict and complex crises; community mediation and building inclusive coalitions to address grievances and gendered conflict dynamics; addressing radicalization to violence; and, clearance of physical barriers and legacy explosive contaminations.
- Preventing and Countering Violent Extremism. This could include efforts that build on local strengths and capabilities to support responses and interventions that foster and build community resilience to violent extremism. To successfully address the threat of terrorism initiatives requires evidenced-based, locally led approaches that mitigate the impact of factors that may play a part in radicalizing an individual or a group to violence.
- Supporting gender-responsive security threat reduction and security system reform. This can include addressing organized crime, human trafficking and smuggling, weapons proliferation, mine action, terrorism, corruption, conflict minerals, cyber-violence, and illicit financial flows. There will be a focus on increasing women’s participation and leadership in the security system; capacity building of women’s organizations; supporting research to strengthen the evidence base; strengthening security institutions to prevent and investigate sexual and gender-based violence; and addressing sexual and gender-based violence in the security system.
- Inclusive governance, including diversity, democracy, human rights and the rule of law: Under this thematic priority, initiatives could include but not limited to projects that:
- Support efforts that strengthen democracy, public participation, respect for diversity, accountability, equity, equality, equitable access to a functioning Justice System, adherence to rule of law, public services that work for everyone, promoting and protecting human rights in all levels of society.
- Support efforts by institutions, to ensure processes, programs, and services are accessible, affordable, accountable, and responsive to all people, particularly to the most vulnerable and most marginalized.
Eligibility Criteria
- The majority of CFLI funding is to be directed toward local civil society organizations (including non-governmental organizations) and other institutions working at the local level.
- Project proposals with regional reach will be eligible for the CFLI when relevant.
- Please note that requests for core administrative funding and infrastructure projects will not be considered.
- The CFLI is always looking to fund innovative projects, which deliver measurable results.
