City of High Point North Carolina is seeking proposals for the Community Development Block Grant (CDBG) Program to provide grant funds to non-profit 501(c)3 agencies and community organizations to be used for activities and projects benefiting low and moderate-income persons.
The CDBG Program mission is to award grants to organizations which will use the funds for activities which improve the quality of life in low-income neighborhoods and which discourage adverse conditions such as crime, drug use, violence, vandalism, littering, and social neglect by empowering the community to help renew its neighborhoods through community activism.
Funding Priorities
- Housing for the Homeless – Housing opportunities, operations and supportive services, transitional, shelter housing, prevention of homelessness activities.
- Improve Living Conditions and Quality of Life – Supportive services including neighborhood improvements and public services for low to moderate-income areas and households.
- Public services include social and support services for youth, the elderly, developmentally delayed, disabled, persons with HIV/AIDS, low- and moderate-income populations.
- Activities may be centered around support services such as housing, job training, educational programming, nutrition, health and wellness, food access, etc.
- Housing Education – activities aimed at increasing homeownership and/or increasing knowledge of fair housing choice for low to moderate-income households.

- Available Funds: Approximately $70,000.
Eligible Projects
Examples of eligible projects include:
- Activities for Seniors (delivery of nutritious meals, health and safety, group activities to help them maintain cognition and connection to their communities).
- Adult Literacy Programs.
- After-School and Summer Academic Enrichment programs for youth.
- Crime and Public Safety.
- Health and Wellness Fairs to raise awareness of chronic health conditions within minority populations.
- Job Readiness and employment skill enhancement.
- Neighborhood and Housing Improvement.
- Neighborhood Organizing and Organizational Development.
- Parenting Classes.
- Program delivery for Homeless individuals and families.
- Purchase of Food and Supplies for local Food Banks.
- Substance and Alcohol Abuse Prevention, Counseling and Treatment.
Eligibility Criteria
- Organizations certified as 501(c) 3 non-profits are eligible to apply.
- Eligible applicants include organizations, churches and civic groups providing human services.
- All applicants must include their certification as a non-profit and most recent audit as attachments to their application.
