The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Juvenile Justice and Delinquency Prevention (OJJDP) is seeking applications for funding under the fiscal year (FY) 2021 Comprehensive Youth Violence Prevention and Reduction Program.
Goal
- The goal of this program is to prevent and reduce youth violence, including youth gang violence. Applications are encouraged to visit the National Gan Center website for more information on youth gangs. OJJDP recognizes that youth violence also occurs through informal social networks that may be connected by the neighborhoods where youth live or schools they attend. Program activities should focus on supporting prevention-, intervention-, and deterrence-focused strategies that aim to reduce youth gun and gang violence.
- Program elements supported could include street outreach activities, group violence intervention, multisystemic therapy, and other intervention and prevention activities. Funded sites will employ a multisystemic approach that harnesses and strengthens existing resources, and infuses new resources to fill gaps, which should include efforts to build trust between youth, the community, and law enforcement. Efforts should be focused on areas that are disproportionately impacted by violent crime, including areas experiencing high rates of juvenile crime.
Objectives
- Prevent and reduce youth violence, particularly gun and gang violence, and victimization.
- Encourage close collaboration among community-based organizations, service providers, and law enforcement to reduce violence.
- Provide alternatives to violence for youth involved with or at risk of involvement with formal or informal gangs.

Eligibility Criteria
- City or township governments, County governments, Independent school districts, Native American tribal governments (Federally recognized), Native American tribal organizations (other than Federally recognized tribal governments), Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education, Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education, Private institutions of higher education, State governments, Other
- For purposes of this solicitation, “state” means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.
- To advance Executive Order Safe Policing for Safe Communities the Attorney General determined that all state, local, and university or college law enforcement agencies must be certified by an approved independent credentialing body or have started the certification process to be allocated FY 2021 DOJ discretionary grant funding, as either a recipient or a subrecipient.
- All recipients and subrecipients (including any for-profit organization) must forgo any profit or management fee.
- Eligible applicants that propose to provide direct services to youth must not include youth who are age 18 or older in the population they will serve.
