The ACT Government is pleased to announce the opening of the 2022-23 ACT Aboriginal and Torres Strait Islander Grants Program (the Grants Program).
The Grants Program aligns with several Focus Areas under the ACT Aboriginal and Torres Strait Islander Agreement 2019-2028 (the ACT Agreement). The ACT Agreement is a framework supporting Aboriginal and Torres Strait Islander people living in the ACT to exercise self-determination (s.27(2) of the ACT Human Rights Act).

Priority Areas
- The Grants Program consists of 3 components:
- Cultural grants: To support the ACT Aboriginal and Torres Strait Islander Agreement 2019-2028 Core Focus Area of Cultural Integrity, where a society supports the aspirations of all Aboriginal and Torres Strait Islander people and contributes to the building of respectful, fair and sustainable communities.
- Leadership grants: To support the Agreement Core Focus Area of Community Leadership, where Aboriginal and Torres Strait Islander people have a strong voice, are decision makers on issues that impact them and lead in the achievement of positive life outcomes.
- Scholarship grants: To support the Agreement Significant Focus Area of Lifelong Learning, where respect is given to preserving the world’s oldest living cultures which enhances social inclusion and empowers Aboriginal and Torres Strait Islander people to fully engage in lifelong learning and positive generational experiences.
Funding Information
- Total funding available for the 2022-23 ACT Aboriginal and Torres Strait Islander Grants Program is $220,000.
- The Grants Program funding consists of the following categories:
- Cultural: Individuals can apply for up to $5,000 and organisations can apply for up to $10,000.
- Leadership: Individuals can apply for up to $5,000 and organisations can apply for up to $10,000.
- Scholarship: Individuals can apply for up to $5,000.
- Successful recipients must spend the funding within 12 months of receiving the grant.
Eligibility Criteria
- Previous recipients and outstanding acquittals
- Lack of supporting evidence may deem your application ineligible.
- Applicants may apply for more than one category within the same application.
- To be considered, applicants must have no overdue Acquittal Reports for any previous CSD grant.
- Individuals
- Individuals must meet the following eligibility requirements to be considered eligible:
- Reside in the ACT or surrounding regions, or be connected to the ACT through education or work. You must provide a copy of an ACT or NSW Drivers Licence or Proof of Identity Card or proof or residency stating your current address.
- Proof of Aboriginal and/or Torres Strait Islander identity must be provided. To confirm your status as an Aboriginal and/or Torres Strait Islander person, you must obtain confirmation in written form (Confirmation of Aboriginal and Torres Strait Islander descent) from an Aboriginal or Torres Strait Islander organisation.
- Confirmation of Aboriginality documentation should be provided at the time of application. If your application is successful, funds will only be paid once a Confirmation of Aboriginality form has been provided.
- Where the applicant is under 18 years of age on the date the application is submitted, the Confirmation of Aboriginality Form of a parent or grandparent will be accepted.
- Where the applicant has provided satisfactory evidence of their Aboriginal and/or Torres Strait Islander descent and identity in the previous ACT Aboriginal and Torres Strait Islander Grants Program, evidence is not required to be provided.
- Individuals must meet the following eligibility requirements to be considered eligible:
- Individuals under 18 years old must have a Parent/Guardian submit the application on their behalf.
- Individuals applying for Leadership or Scholarship grants for a course, conference or education program must provide evidence of course/conference enrolment or offer.
- Confirmation that the applicant has not received funding from another source for the same purpose (applicants may apply for funding to supplement monies already provided to attend training, however the amount applied for must not exceed the course/program amount).
- Eligibility of organisations
- Organisations must:
- Be a legally incorporated entity or supported by an incorporated auspicing organisation.
- Be a registered not-for-profit or a charitable organisation
- Hold appropriate insurance cover for the grant period. Insurances that may be required include Public Liability Insurance of no less than $10 million dollars, Personal Accident, Volunteer Cover or Directors Professional Indemnity. Evidence of insurance may be required as a condition of the grant.
