Department of State Bureau of Population Refugees and (PRM) Migration is seeking applications for NGO programs in Chad and southeast Nigeria.
Program Areas
Proposals must align with one or more of the following program areas:

- Health

Country-specific Guidelines
Chad
- General Guidance Proposed activities must seek to address the Sudanese refugee and asylum seeker populations living in camps in Chad. Proposals should focus on the following area of intervention:
- Secondary education
- Proposed activities should demonstrate alignment with existing humanitarian response plans as well as coordination with UNHCR, the Chadian government, and other relevant coordinating bodies in planning, implementation, and reporting on the response to the needs of refugees. Proposed activities should result in sustainable outcomes for the beneficiaries to the extent possible
- PRM strongly encourages applications from organizations that partner with refugeeled organizations, promote refugee self-reliance, and foster social cohesion between refugees and host communities

Duration of Activity
- Only program plans for two or three years will be considered.

Period of Performance
- Programs with a period of performance of one-year (12 month) cycles for a period not to exceed three years (36 months) from the proposed start date will be considered.

Funding Limits
- Program proposals must not be less than the funding floor and not more than the funding ceiling per year or they will be disqualified.
- Funding floor per year (lowest $ value): $1,500,000 per year
- Funding ceiling per year (highest $ value): $2,500,000 per year
- Note: Funding ceilings and floors pertain to the PRM cost per year, not a multi-year total.

- PRM anticipates, but makes no guarantee, to fund as many as one award through this announcement.

- PRM anticipates, but makes no guarantee, to award up to approximately $2,500,000 total through this NOFO for this country.
Nigeria
- General Guidance Proposed activities must seek to address the needs of Cameroonian refugee and asylum seeker populations living in settlements and/or host communities in Taraba State, Nigeria. Where feasible, projects are encouraged to allow for support to vulnerable host community members. Proposals should focus on the two following areas of intervention:
- Health; and
- Protection (with an emphasis on social cohesion between refugees and host communities and gender-based violence [GBV] prevention and response)
- Proposed activities should demonstrate alignment with existing refugee response plans as well as coordination with UNHCR, the Nigerian government at both the federal and state level, and other relevant coordinating bodies in planning, implementation, and reporting on the response to the needs of refugees. Proposed activities should result in sustainable outcomes for the beneficiaries to the extent possible.

Eligibility Criteria
- Nonprofits having a 501(c)(3) status with IRS, other than institutions of higher education (U.S.-based NGOs must be able to demonstrate proof of non-profit tax status);
- Nonprofits without 501(c)(3) status with IRS, other than institutions of higher education (overseas-based NGOs must be able to demonstrate proof of registration in country of domicile); and
- International Organizations.
