The U.S. Embassy Tokyo’s Public Affairs Section of the U.S. Department of State has launched an open competition for organizations to submit applications to carry out its U.S. Speakers’ Program.
The Speakers’ Program brings dynamic U.S. citizen experts to Japan to engage professional and student audiences throughout the country on topics of strategic importance to the United States and Japan. Specifically, the program seeks to influence local audiences on regional security, boosting PhD STEM (Science, Technology, Engineering and Math) education in Japan, cybersecurity, climate and security issues, diversity, equity and inclusion, advancing women’s economic empowerment, supply chain protection, and research integrity through the shared knowledge, expertise and know-how of U.S. experts.
The program also seeks to establish concrete networking and contact-building opportunities among U.S. experts and local audiences. Programs may take place in person or virtually (note: due to COVID travel restrictions, all applications should include a plan for virtual engagement).
Objective: Potential applicants should propose detailed specific, measurable, achievable, and relevant (SMART) project objectives for their proposed programs. Potential applicants should develop outcome-based objectives that incorporate measurable outcome indicators and propose methods to measure them.
Goals
Proposals should seek to meet all the following goals:
- Within two years from the grant start date, conduct two U.S. speaker programs on priority topics in Indo-Pacific regional security.
- Within two years from the grant start date, conduct one U.S. speaker program on women’s economic empowerment.
- Within two years from the start award date, conduct one U.S. speaker program on increasing STEM PhDs in Japan.
- Within two years from the grant start date, conduct one U.S. speaker program on cybersecurity.
- Within two years from the grant start date, conduct two U.S. speaker programs on climate and security issues.
- Within two years from the grant start date, conduct one U.S. speaker program on diversity, equity, and inclusion.
- Within two years from the grant start date, conduct one U.S. speaker program on supply chain protection.
- Within two years from the grant start date, conduct one U.S. speaker program on research integrity and expert controls.
- Within two years from the grant start date, conduct two U.S. speaker program on priority topics from emerging current events.
Funding Information
- Total available funding: $200,000
- Award amounts: awards may range from a minimum of $100,000 to a maximum of
- $200,000
- Length of performance period: Up to 24 months
- Number of awards anticipated: 1 award (dependent on amounts)
- Anticipated program start date: No later than May 31, 2023.
Priority Region: Japan
Eligibility Criteria
The following organizations are eligible to apply:
- Not-for-profit organizations, including think tanks and civil society/nongovernmental organizations
- Public and private educational institutions
- Public international organizations and governmental institutions
