The Office on Violence Against Women (OVW) has announced an open call for the 2023 Training and Services to End Abuse in Later Life Program.
The Training and Services to End Abuse in Later Life Program (Abuse in Later Life Program) supports a comprehensive approach to addressing abuse in later life, including domestic violence, dating violence, sexual assault, stalking, neglect, abandonment, economic abuse, or willful harm committed against victims who are 50 years of age or older.
Purpose
- Funds under this program must be used for one or more of the following purposes:
- Provide training programs to assist law enforcement agencies, prosecutors, agencies of states or units of local government, population specific organizations, victim service providers, victim advocates, or relevant officers in Federal, tribal, State, territorial, and local courts in recognizing and addressing instances of abuse in later life.
- Provide or enhance services for victims of abuse in later life.
- Establish or support multidisciplinary collaborative community responses to victims of abuse in later life.
- Conduct cross-training for law enforcement agencies, prosecutors, agencies of States or units of local government, attorneys, health care providers, population specific organizations, faith-based leaders, victim advocates, victim service providers, courts, and first responders to better serve older victims.
- All applicants requesting such a waiver must clearly demonstrate either that the mandatory purpose area(s) was/were sufficiently addressed during their initial Abuse in Later Life award or that using grant funds for the specified activities would duplicate existing services available in the community. OVW will decide whether to grant the waiver during programmatic review of the application. If OVW denies the waiver, the applicant will be required to submit a revised budget and proposal narrative with no increase to the total award amount.
Purpose Areas
Abuse in Later Life Program funds may be used for the following purposes:
- Provide training programs to assist attorneys, health care providers, faith-based leaders, community-based organizations, or other professionals who may identify or respond to abuse in later life.
- Conduct outreach activities and awareness campaigns to ensure that victims of abuse in later life receive appropriate assistance.
OVW Priority Areas
- In FY 2023, OVW has five programmatic priorities, of which the priority area identified below is applicable to this program. Applicants are strongly encouraged, but not required, to address the following priority area:
- Improve outreach, services, civil and criminal justice responses, prevention, and support for survivors of sexual assault, domestic violence, dating violence, and stalking from underserved communities, particularly LGBTQ and immigrant communities
- Special consideration will be given to projects submitted by population specific organizations as applicants. Abuse in Later Life projects are required to have multidisciplinary collaborative community responses (CCR) teams. CCR teams focus on training, conducting a community needs assessment to identify and provide appropriate services for older individuals, and systems change. CCR partners work at the intersection of elder abuse, and OVW’s four crimes. Projects led by population specific organizations should focus on the intersection of elder abuse, OVWs four crimes, and the unique needs of the population that the applicant serves.

- This program typically makes awards in the range of $300,000 to $500,000. OVW estimates that it will make up to 15 awards for an estimated $5,500,000
- Funding levels under this program for FY 2023 are:
- $400,000 for projects with a service area population up to 400,000 for the entire 36 or 48 months.
- $600,000 for projects with a service area population 400,001 to 700,000 for the entire 36 or 48 months.
- $750,000 for projects with a service area population 700,001 and above for the entire 36 or 48 months.
- $750,000 for statewide projects, regardless of service area population for the entire 36 or 48 months
Out-of-Scope Activities
- The activities listed below are out of the program scope and will not be supported by this program’s funding:
- Research projects: Surveys and focus groups, depending on their design and purpose, may constitute research and therefore be out-of-scope. Prohibited research does not include assessments conducted for internal improvement purposes only.
- Supporting criminal justice/investigative positions: Personnel costs for criminal justice/ investigative professionals are permitted only to cover time spent conducting or attending training required by this program. Funds may not be used to compensate personnel for the performance of criminal justice/investigative duties.
- Curriculum development: OVW has worked closely with national technical assistance providers with relevant expertise in abuse in later life, violence against women, and curriculum development to create training materials. These materials must be used for the trainings funded under this program.
- Criminal representation of victims charged with a crime, except for representation in post-conviction relief proceedings with respect to the conviction of a victim related to or arising from domestic violence, dating violence, sexual assault, or stalking of the victim
- Applications that propose activities deemed to be substantially out-of-scope may receive a deduction in points during the review process or may be eliminated from consideration.
Eligibility Criteria
- Eligibility: Population specific organizations no longer have to demonstrated experience in assisting individuals over 50 years of age.
- Legal assistance: Grantees may propose providing legal services in their strategic plans. The amount used to support legal assistance is capped at 20 percent of outreach and service funds. Grantees proposing to provide legal services must submit legal assistance certification with their strategic plan.
- The following entities are eligible to apply for this program:
- States;
- Units of local government;
- Tribal governments or tribal organizations;
- Population specific organizations;
- Victim service providers; and
- State, tribal, or territorial domestic violence or sexual assault coalitions.

- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
