2nd Call for Proposals Cross-border Programme in Serbia and Macedonia

The European Commission (EC) is calling for Proposals for Cross-border Programme under the Instrument of Pre-accession Assistance in Serbia and Macedonia.

Objectives

• Promoting employment, labour mobility and social inclusion
• Skills improvement and creation of employment opportunities in perspective sectors
• Development of an inclusive society
• Encouraging tourism and cultural and natural heritage
• Mobilising cultural and natural resources for joint development of sustainable tourism products and destinations
• Fostering joint risk management systems of natural and cultural sites, as well as human settlements, including disaster or emergency preparedness

Priority Areas

• In line with the objectives specified in the programme document, the overall objective of this call for proposals is: to strengthen good neighbourly relations, establish partnerships and to contribute to the development of a vibrant programme area by connecting its people and resources in a sustainable way.
• As a result of a decision made by the JMC of the programme on September 14th 2021, out of the two thematic priorities of the programme document,
  • Priority 1: Promoting employment, labour mobility and social and cultural inclusion across the border.
  • Priority 2: Encouraging tourism and cultural and natural heritage.

Funding Information

• The overall indicative amount made available under this call for proposals is EUR 1,890,000.00. The contracting authority reserves the right not to award all available funds.
  • Promoting employment, labour mobility and social inclusion: EUR 735,000.00
  • Encouraging tourism and cultural and natural heritage: EUR 1,155,000.00

  • Fostering joint risk management systems of natural and cultural sites, as well as human settlements, including disaster or emergency preparedness

Eligibility Criteria

• Lead Applicant
  • In order to be eligible for a grant, the lead applicant must:
    • be a legal person,
    • be non-profit-making,
    • be effectively established in either Republic of Serbia or Macedonia
    • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated cntity(ies), not acting as an intermediary.
• Co-applicants
  • The lead applicant must act with at least one co-applicant.
  • If the lead applicant is established in Republic of Serbia at least one co-applicant must be established in Republic of North Macedonia and vice versa.
  • At least two legal entities in the partnership, one per participating country, being the lead applicant or the co-applicant, must be effectively established or have an office in the programme eligible area.
  • The maximum number of co-applicants that could be involved in the action is 3. However, CBC partners must carefully bear in mind the most appropriate conditions to ensure an intra-project efficient coordination when deciding on this The number of partners and the composition of the partnership should be coherent with the envisaged objectives and activities of the action.
  • In genuine cross-border operations, the applicant and co-applicant(s) shall cooperate in the development and implementation of action. In addition, they shall cooperate in either the staffing or the financing of operation or both.
  • The lead applicant and co-applicant(s) must represent different legal entities. Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
• Affiliated Entities
  • The lead applicant and its co-applicant(s) may act with affiliated entity(ies). Only the following entitles may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
  • Only entities having a structural link with the applicants (i.e., the lead applicant or a co-applicant), in particular a legal or capital link. This structural link encompasses mainly two notions:
    • Control, consolidated financial statements and related reports of certain types of undertakings:
      • Entities affiliated to an applicant may hence be: Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
      • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
      • Entities under the same direct or indirect control as the applicant (sister companies).
    • Membership, i.e., the applicant is legally defined as a e.g., network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association…) as the proposed affiliated entities.
