The United States Agency for International Development (USAID) funded Afghan Civic Engagement Program (ACEP), Counterpart International, Inc. (Counterpart) is seeking applications for its Women, Peace and Security Grant with an aim to promote civil society and media engagement that enables Afghan citizens to influence policy, monitor government accountability, and serve as advocates for political reform.
Objectives
- Promote women’s participation in peace processes, conflict resolution and prevention, whether at the community, district, provincial or national level;
- Advocate for the maintenance of women’s rights and leadership within peace processes;
- Encourage and enable the participation of women in security provision;
- Find innovative ways to protect ‘vulnerable’ women from various types of violence, such as violent attacks, rape, trafficking, and forced marriages, during conflict and in post conflict or destabilizing contexts;
- Support returnee or internally displaced women to access available economic opportunities, education and health care;
- Increase the Afghan citizenry’s understanding of the NAP-UNSCR-1325 and how it affects them; with a focus on remote or hard to reach communities and groups;
- Monitor the status of women’s human rights in detentions centres and devise and implement interventions to protect the human rights of women in detention;
- Increase the understanding of women’s rights among Afghan National Security Forces (ANSF) personnel and how they can best protect women from violence and exploitation;
- Increase civil society capacity to monitor the implementation of the NAP-UNSCR-1325, and undertake monitoring activities
Grant Information
- Counterpart anticipates issuing up to two (2) Fixed Amount Awards.
- Each FAA grant shall be for up to eight (8) months (February 2017 – September 2017) and cannot exceed Afghani AFS 2,000,000 not to exceed USD $30,000.
Eligibility Criteria
Counterpart will accept applications from organizations that meet the following eligibility requirements:
- Applicants must be an Afghan Civil Society Organization, holding valid registration certificates from the Ministry of Economy and/or the Ministry of Justice, should be formally constituted, recognized by and in good standing with appropriate Government authorities, have its principle place of business in the recipient country, and compliant with all applicable civil and fiscal regulations.
- Applicants must be able to demonstrate successful past performance in implementation of women empowerment, violence reduction, and other programs related to ACEP priority areas as described in this RFA.
- Applicants must have established outreach capabilities with linkages to the beneficiary group(s) identified in the program description. This should be reflected by the incorporation of the beneficiary perspective in the application.
- Applicants must display sound management in the form of financial, administrative, and technical policies and procedures and present a system of internal controls that safeguard assets; protect against fraud, waste, and abuse; and support the achievement of program goals and objectives. ACEP will assess this capability prior to awarding a grant.
