The United Nations Development Programme (UNDP) is inviting civil society organizations to submit proposals for implementing pilot solution for empowerment and employability of most vulnerable, primarily social welfare beneficiaries.

UN System in Montenegro is implementing a joint programme Activate! Integrated Social Protection and Employment to Accelerate Progress for Young People in Montenegro. The programme aims to enhance the capacities of the social protection system to better serve people in need. The overall objective of the Programme is that by 2022, Montenegro has improved capacity to design impact-oriented, evidence-informed social protection policies and deliver integrated human-centred services that reduce poverty and social exclusion of the most vulnerable and marginalized, focusing on young men and women, thus accelerating sustainable human development.

The programme theory of change includes premise that If most vulnerable young men and women have increased access to social protection and employment services, If they can co-design programmes/services targeted to their needs, then they will be more resilient, able to lead more productive lives and fulfil their potential, thus reducing dependency on social assistance and helping to break intergenerational cycles of poverty.

Target groups/beneficiaries

Project should involve work-able social protection beneficiaries aged up to 35, from the following towns: Podgorica, Tuzi, Golubovci, Niksic, Pluzine, Savnik, Bijelo Polje, Ulcinj, Bar, Rozaje. The project should involve up to 100 beneficiaries, based on their interest to participate.
