The United Nations Development Programme (UNDP) is inviting civil society organizations to submit proposals for implementing pilot solution for empowerment and employability of most vulnerable, primarily social welfare beneficiaries.
UN System in Montenegro is implementing a joint programme Activate! Integrated Social Protection and Employment to Accelerate Progress for Young People in Montenegro. The programme aims to enhance the capacities of the social protection system to better serve people in need. The overall objective of the Programme is that by 2022, Montenegro has improved capacity to design impact-oriented, evidence-informed social protection policies and deliver integrated human-centred services that reduce poverty and social exclusion of the most vulnerable and marginalized, focusing on young men and women, thus accelerating sustainable human development.
The programme theory of change includes premise that If most vulnerable young men and women have increased access to social protection and employment services, If they can co-design programmes/services targeted to their needs, then they will be more resilient, able to lead more productive lives and fulfil their potential, thus reducing dependency on social assistance and helping to break intergenerational cycles of poverty.
Aims
The pilot programme aims at the following:
- Contribute to labor activation of unemployed, with focus on social welfare beneficiaries, through services/programmes which respond to the specific needs of beneficiaries
- Contribute to integrated, human-centred service delivery for activation and employment
- Test innovative approaches with the aim of evaluating their potential for scaling up
Based on the insights gained through the human-centred design process elaborated above, and as a response to the identified issues, a pilot solution for labour activation will be implemented, which should specifically:
- Support the beneficiaries in labour activation, through developing personal, individualised activation plans. Based on skills background and aspirations of each beneficiary, their personal activation plan should be developed. Besides economic activity (finding job or starting small business), activation can encompass skills building, networking, volunteering, etc. The plans should be coordinated with and done in communication with Centres for Social welfare and Employment Bureaus, so as to achieve full impact and coherence.
- Based on the activation plans, provide individualised mentoring to the beneficiaries with the aim of supporting their labour activation and employability.
- Build beneficiaries` capacities, focusing on soft skills, such as self-confidence, communication, motivation, searching for and finding relevant information on employability and activation, networking, and other skills identified through individual activation plans. This should be done through trainings and workshops.
- Support beneficiaries in finding information on relevant opportunities for activation and networking with relevant community actors, such as civil society organizations/programmes, educational programs/providers, employers/jobs opportunities, support programmes for starting business, etc.
- Produce informational and motivational materials for labour activation. The materials should encompass information on the rights and obligations related to labour activation, as well as information on the opportunities offered for activation, both by the institutions and the local communities.
Funding Information
- Total eligible amount of funding under this Call will be around 45,000 EUR.
- 6 months, from 15th January to 15th July 2022.
Target groups/beneficiaries
Project should involve work-able social protection beneficiaries aged up to 35, from the following towns: Podgorica, Tuzi, Golubovci, Niksic, Pluzine, Savnik, Bijelo Polje, Ulcinj, Bar, Rozaje. The project should involve up to 100 beneficiaries, based on their interest to participate.
Criteria
- Non-profit/civil Society Organizations (CSOs) that have been active in Montenegro for the minimum past 5 years,
- CSOs that have specialized knowledge, expertise and track record of working in increasing employability and employment activation, including mentoring, soft skills trainings, etc.,
- CSOs that have specialized knowledge, expertise and track record of working with and empowering vulnerable groups,
- CSOs that have track record of cooperation with institutional stakeholders in the area of social welfare and/or employment.
