The Civil Society Organisations and Local Government Entities (Districts and the City of Kigali) in Rwanda can now apply for funding to undertake climate change adaptation initiatives across the country.
This opportunity has been made possible thanks to support from the Adaptation Fund’s Rwanda Subnational Adaptation Fund Enhanced Direct Access Project, which is being implemented by the Ministry of Environment through the Rwanda Green Fund.
Priority Areas
- Civil Society Organisations and Local Government Entities (Districts and the City of Kigali) with project proposals in the following sectors will be eligible for funding:
- Climate Smart Agriculture
- Sustainable Land-Use Management
- Integrated Water Resource Management
- Small Scale Irrigation
Funding Information and Duration
- Eligible project proposals should have a grant funding value as follows:
- Civil Society Organisation Proposals: Between Rwf 120 million and Rwf 300 million
- Local Government Entity (District and the City of Kigali) Proposals: Between Rwf 1.2 billion and Rwf 1.8 billion
- Applicants are encouraged to show their own contributions in kind and cash in their project proposal. Organisations and entities applying for funding should aim to provide co-financing to demonstrate the capacity for sustainability.
- The funding period for each project will be between 2 and 3.5 years (a maximum of 42 months).
Who can access funding?
- This Call for Proposals is open to project proposals from Civil Society Organisations (CSOs) registered in Rwanda, as well as Local Government Entities (Districts and the City of Kigali).
- A project can be implemented by a District or the City of Kigali, both a Civil Society Organisation in partnership with a District or the City of Kigali, as a consortium of CSOs or a single CSO alone. A maximum of three CSOs can be part of such a consortium.
- The motivation for the partnership and the roles and responsibilities of each partner shall need to be clearly defined in the Project Profile Document (PPD) and Project Document (PD).
- Please note that only Districts and the City of Kigali (as Local Government Entities) are eligible for funding. Other public institutions and private sector companies are not eligible for this round of funding.
Eligibility Criteria
- The Civil Society Organisation must fulfil the following criteria:
- The organisation must be registered in Rwanda with at least two years of experience in environment related projects.
- Have successfully accomplished similar assignments.
- Experience in project management cycle.
- Experience in business development.
- Experience in community based funds.
- Experience in strengthening institutions and communities in the implementation of environmental and climate resilient projects.
Criteria
- The project must be submitted by a Civil Society Organisation, Local Government Entity (District and the City of Kigali) or both in partnership.
- Results based and align with the outputs indicators of the Rwanda Green Fund M&E Logical Framework The project should be designed so benefits are sustained beyond the lifetime of project activities
- The project should meet environmental and social impact criteria
- The project should demonstrate value for money
- The project should demonstrate clear stakeholder consultation
- The project should promote or aligned to strategic national/international environment/climate objectives
- The project should conform with existing legislation and anti-corruption provisions The project should target a high number of beneficiaries with clear demonstration of gender promotion and social inclusion
- The project implementing entities should demonstrate the capacity to implement the project
- The project should comply with Rwanda Green Fund’s Environmental and Social Management Framework (ESMF). Only projects falling under Category B+ or C as per risk categorization by Rwanda Green Fund’s ESMF will be eligible for funding.
