The EU-funded ‘EU4Youth: Youth Engagement and Empowerment’ project has announced a grant competition for youth organisations operating in Armenia, Georgia, Moldova, and Ukraine.
The “EU4Youth: Youth Engagement and Empowerment” (EU4Y) is co-funded by the European Union and German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) as part of the BMZ project “Strengthening Civil Society in the Eastern Partnership”. The Overall Objective is to contribute to increasing the influence young people in the Eastern Partnership (EaP) region have in determining policy outcomes. The Specific Objectives (SO) are to increase the capacity of youth organisations and public institutions to jointly implement more participatory and structured policy dialogue in the context of the EaP architecture as well as at national and sub-national levels (SO1), and to improve the quality and outreach of youth work for mobilising and engaging more young people from remote/less advantaged and conflict-affected areas in the EaP region (SO2).
The small grant scheme aims to improve the quality and outreach of youth work. The youth civil society organisations (CSO) are invited to propose and pilot innovative measures and practices engaging young people, in particular from remote and less advantaged locations.
Thematic Areas
- For Moldova
- Thematic area 1: Climate change and environment
- Thematic area 2: Inclusion of young people with fewer opportunities (including but not limited to young people with disabilities, displaced youth, ethnic minority groups, youth from disadvantaged socio-economic backgrounds and other marginalised groups)
- Thematic area 3: Enhancing youth participation at local, regional and national levels.
- Applicants are free to select the thematic area they find most relevant to their expertise, interests, and proposed project objectives. The proposed grant project may cover a variety of topics under the selected thematic area mentioned above. The activities should be implemented in regions (outside the capital) contributing to sustainable and impactful results. Alternatively, activities may take place in the capital while involving participants from the regions. The projects should empower young people and foster their skills development, providing them with the support they need to overcome barriers to civic engagement and participation. The projects should also facilitate partnerships and in-country exchange on selected topics. This in turn is expected to further reinforce the capacities of the participating youth groups to engage in youth dialogue. Additionally, the proposed grant project should address crosscutting issues related to gender equality, inclusion, and the application of the Leave No One Behind (LNOB) principle.
- For Ukraine
- Thematic area 1: Inclusion of young people with fewer opportunities, including but not limited to:
- Young people with disabilities
- Displaced youth
- Ethnic minority groups
- Youth from disadvantaged socio-economic backgrounds
- Other marginalized groups
- Thematic area 2: Youth participation in the recovery of Ukraine, including but not limited to:
- Promotion of active citizenship
- Youth involvement in the decision-making regarding recovery
- Psychological support and mental health
- Community work with youth affected by war
- Re-integration and re-socialization of young veterans
- Youth volunteering
- Thematic area 1: Inclusion of young people with fewer opportunities, including but not limited to:
- For Armenia
- Thematic area 1: Climate change and environment

- The thematic areas of this Call for Proposals are in line with the priorities outlined in the Program of the Government of Armenia and recommendations from various studies and assessments conducted in the country. Applicants are free to select the thematic area they find most relevant to their expertise, interests, and proposed project objectives.

- The thematic areas of this Call for Proposals are in line with the following European Youth Goals – (3) Inclusive Societies and (10) Sustainable Green Europe. Applicants are free to select the thematic area they find most relevant to their expertise, interests, and proposed project objectives. The proposed grant project may cover a variety of topics under the selected thematic area mentioned above. The activities should be implemented in regions (outside the capital) contributing to sustainable and impactful results. Funding Information
- Any grant requested under this Call for Proposals shall not exceed EUR 15,000 per grant project.
- The proposed duration of the grant project should be up to 8 months from the signing of the Grant Agreement.
Eligibility Criteria
- Applicants must satisfy the following minimum eligibility requirements for their proposals to be considered:
- Be legal entities in the Republic of Moldova, Ukraine, Armenia and Georgia registered at least one (1) year before the call is launched,
- Be non-profitmaking (NGOs, Foundations, Associations).
- Participation of Co-applicants is not foreseen under this Call for Proposals.

- Work mainly on youth-related issues, youth work, engagement, participation and youth development
