The Economic Community of West African States (ECOWAS), with the financial support of the Spanish Agency for International Development Cooperation (AECID), is launching through the Regional Agency for Agriculture and Rural Development (ARAA) based in Lomé, a second Call for Proposals of Projects to finance “innovative” projects related to social safety nets in West Africa.
Objectives
- Support and co-finance ‘innovative’ social safety nets projects to protect and strengthen the livelihoods of vulnerable households;
- Capitalize on experiences to inform decisions on reforms that the States could initiate to establish ‘preventive’ social nets programmes
Priority Issues
- Projects that facilitate and encourage ‘preventive’ social safety nets
- Interventions in line with ECOWAS Regional Programme to support national safety nets
- ‘Innovative’ actions to enhance the design and implementation of national and regional programmes
- Activities based on households’ vulnerability and food and nutrition insecurity
Grant Information
The grant allocated by project in the context of this Call for Proposals shall be between the minimum and maximum amounts below:
- National (local) projects:
- Minimum amount of the grant: USD100,000
- Maximum amount of the grant: USD200,000
- Regional projects (covering two or more countries):
- Minimum amount of the grant: USD100,000
- Maximum amount of the grant: USD300,000
Eligibility Criteria
- The applicant or one of its partners shall be a legal entity under the law of one ECOWAS member state.
- The eligible actors are as follows:
- Non-state non-profit stakeholders: national and local NGOs, international NGOs effectively represented in the countries where the projects will be implemented, producers, pastoralists, agropastoralists, fishermen federations and associations as well as women associations.
- International NGOs and associations should partner with national or local organizations to address the sustainability and ownership of the intervention.
- Local decentralized local communities.
- Universities and research centers

A “Project Concept Note Form” must be submitted electronically in PDF format through the given website.
Eligible Countries: Benin, Burkina Faso, Cabo Verde, Côte d’ivoire, The Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone, Togo, ECOWAS Permament and special reps.
