Auckland Council’s Hibiscus and Bays Local Grant – New Zealand

The Auckland Council is delighted to announce its Hibiscus and Bays Local Grant programme to support projects, activities and services that benefit Aucklanders.

Purpose

• Grants help groups and organisations to provide activities, projects, programmes, initiatives and events that make a positive contribution to the community within the local board area.
• The local board would like to see applicants demonstrate that they are working collaboratively with other community groups, working towards their financial sustainability and resilience, and have identified alternative funding partnerships. It is important for groups and organisations to deliver good community outcomes in the local board area.

Priorities

• They welcome grant applications for projects and activities that align to the following priorities:
  • The connected community
    • Hibiscus and Bays communities are supported, connected and vibrant.
    • A strong relationship with Māori and embracing the Māori identity, heritage, and culture.
    • The libraries, art centres, community services, and privately owned facilities are supported.
  • The economy
    • The town centres are welcoming, clean, sustainable and easily accessible with plans for the future.
    • The businesses and business centres feel supported and empowered.
  • The environment and transport
    • Continue to align and support community and volunteer groups, schools, and iwi to enhance and protect the natural environment.
    • Support the development and implementation of ecological and environmental restoration plans.
    • Support communities to live more sustainably, and prepare for the impacts of climate change.
    • The waterways and beaches are clean and safe for people and wildlife.
    • Open spaces to enjoy.
    • Proactively identify the needs of the communities and plan for sustainable growth.
    • Protect, maintain, and improve access and amenities for activities on the coastlines, parks and reserves.
    • Provide a range of play and active recreation opportunities for all ages and abilities in the parks, reserves, and coastal environment.
    • Improve walking and cycling routes.
• Higher priority for eligibility
  • They will prioritise projects that are:
    • considering other sources of funding for the project.
    • making a contribution to the event or project, such as financial and volunteer time.
    • identifing collaboration and working with other groups to deliver an event/activity and seek funding collaboratively.
    • utilising and supporting volunteer groups through the delivery of an event or project.
    • part of the SunSmart programme for outdoor activities.
    • considering health and safety in the design of the event or project.
    • promoting smoke free programmes as part of the event or project.

What they will not Fund?

​They will not fund:

• applicants who have already had one successful grant application within the current financial year, unless there is mitigating circumstances – these will need to be explained in the application
• ongoing administrative costs e.g. salaries, debt servicing, legal or medical expenses, or a committment to ongoing funding or financial support
• churches and educational institutions, except where these groups can demonstrate the wider community benefit
• activities that promote religious, political or contentious messages
• activities that do not relate to one or more of the local board plan initiatives
• activities or projects where the funding responsibility lies with another organisation or central government
• prizes for sports and other events (except trophies)
• commercial business enterprises and educational institutions
• applications to fund projects, programmes or facilities run by Auckland Council or its employees
• Auckland Council CCOs or organisations that receive funding from the Auckland Regional Amenities Fund
• applications for activities, events or projects outside of the local board area
• applications to subsidise rentals, reduce debt, or payment of rates unless it is a transitional rate grant
• applications for the purchase or subsidy of alcohol or costs associated with staging after-match functions
• grants for the sole purpose of an individual
• family reunions.

Eligibility Criteria

• The primary beneficiaries of community grants will be not-for-profit, charitable and voluntary organisations. These groups are often referred to collectively as ‘community organisations’ because they are established with the primary purpose of providing a benefit to the wider community.
• Community organisations generally display the following characteristics:
  • A not-for-profit organisation, or an association of individuals whose primary aim is providing services and benefits to the community at large
  • Membership or participation is available to anyone who wishes to join
  • May be a special interest or advocacy group for a particular section of the community, but the group or organisation should not impose restrictions upon membership (such as setting fees at a level that exclude most people who might want to participate).
• Most community organisations have a formal legal structure and founding documents (e.g. a constitution) which set out governance and management arrangements consistent with their charitable mission. Having a recognised structure enables Auckland Council to enter into a formal legal agreement with the organisation, and ensures appropriate accountability for how grant funds will be managed.
• Auckland Council will prioritise grant funding for community organisations as they recognise that their primary purpose is to provide community benefits and they may have limited revenue streams and/or opportunities to raise funds to pay for the valuable work they do.
• Individuals and groups with no formal legal structure may apply for grants of up to $1,000 through the local grants programmes, except where individual local boards have specifically stated otherwise.
• Commercial entities – e.g. Limited Liability Companies – may apply for grants in certain circumstances, except where individual local boards or governing body committees have specifically stated they will not consider applications from such entities.

Ineligible

Community grants as covered by this policy are not available to:

• Political parties
• Internal applicants
• Auckland Council CCOs (council-controlled organisations), including facilities owned and operated by Regional Facilities Auckland (RFA)
• Organisations receiving statutory funding from council via compulsory annual levies, under the Auckland Regional Amenities Funding Act (ARAFA) or comparable legislation
• Other local authorities, government agencies or public sector entities.
