Australia: Heritage Grants Program

The Northern Territory (NT) Government is seeking applications for the Heritage Grants Program to offer funding assistance for the conservation, future planning and promotion of heritage places.

The program encourages investment in State Registered Heritage Places (SRHPs) and supports key strategic objectives of the Heritage Council of Western Australia (Heritage Council)

Streams

There are two primary funding streams under the program, State Heritage Grants and Community Heritage Grants.

• State Heritage Grants (SHG) stream
  • The SHG stream subsidises the cost of physical conservation works, documentation and professional advice relating to the conservation of SRHP. This stream is for private owners of SRHPs to assist with:
    • Physical conservation works: such as structural stabilisation, masonry repairs, roof repairs and mitigation of damp
    • Conservation documentation projects: such as Conservation Management Plans (CMPs), Conservation Management Strategies (CMSs), Archaeological Management Plans and Cultural Landscape Management Plans
    • Under the SHG stream, private owners can also apply for assistance with:
      • Preparing scopes of conservation and building condition assessments
      • Projects that plan for, or implement natural disaster mitigation measures. Private owners can apply for funding of both physical building works and conservation documentation projects.
• Community Heritage Grants (CHG) stream
  • The CHG stream subsidises the cost of community engagement activities and interpretation projects that celebrate a SRHP or a place in the Heritage Council’s assessment program.
  • This stream is for not-for-profit organisations, businesses and local governments for assistance with:
    • Community engagement activities: such as events that celebrate a SRHP, heritage trade skills workshops and training, specialist heritage conservation talks, and heritage tours.
    • Interpretation projects: such as interpretive signage, audio-visual interpretation experiences, heritage tourism products and other creative projects that tell the story of a SRHP or a place in the Heritage Council’s assessment program.

Funding Information

A total of $1,221,000 has been allocated to the program for 2022-23.

Eligible Projects

• Physical conservation works, for example:
  • Structural stabilisation
  • Masonry repairs
  • Re-roofing works
  • Mitigation of damp
• Preparation of conservation management planning documents for State Registered Places or a place in the Heritage Council’s assessment program, for example:
  • Cultural landscape management plans

Eligibility Criteria

• State Heritage Grants stream
• To be eligible for the SHG stream applicants must:
  • Be a private owner of a SRHP
  • Hold comprehensive building insurance for the place
  • Have held the certificate of title for three or more years. The following additional eligibility criteria also applies to some applicants:
    • Not-for-profit organisations must provide evidence that the project has been refused Lotterywest funding, or it must be determined that they are not eligible for current Lotterywest grant funding.
    • Non-government entities that are leasing a government-owned place may be eligible if they can provide evidence the maintenance of the place is their full responsibility.
    • Owners that have held the Certificate of Title for three years or less must provide evidence that the defects giving rise to the project were unknown at the time of property settlement and the cost of repairs exceeds the property value.
    • Applications from owners of places that are in Heritage Council’s assessment program may be eligible if they are for the preparation of a CMP
    • Owners that have held the Certificate of Title for three years or less may be eligible to apply if they have Native Title Rights or Interests on the land of which the property is located and it can be demonstrated that the place has been transferred from the State’s ownership to the current owner as part of a Native Title Agreement or Indigenous Land Use Agreement (ILUA).
• Community Heritage Grants stream
  • To be eligible for the CHG stream, applicants must be one of the following:
    • Incorporated not-for-profit organisation registered with the Australian Charities and Not-for-profits Commission (ACNC)
    • Businesses, including individuals/sole traders, with a valid ABN or
    • Western Australian local government authorities.
  • Applicants must also meet all of the below criteria:
    • Comply with the specific eligibility requirements for the funding stream under which they submit an application
    • Hold appropriate business, professional indemnity, public liability insurance or comprehensive building insurance (as applicable to the project) for the duration of the project
    • Provide detail of the estimated income as a result of the project if you are a commercial applicant
    • Disclose all sources of funding for the project in the project application h) provide evidence of place ownership or owner authorisation if your project involves any works to a place
    • Not-for-profit organisation and local governments, must provide evidence that the project has been refused Lotterywest funding, or it must be determined that they are not eligible for Lotterywest grant funding

Ineligible

• State Heritage Grants stream
  • The following are not eligible to apply for funding in the SHG stream:
    • Local Governments and Local Government Authorities
    • Australian Government agencies
    • State Government agencies
    • Applicants applying for funding for new works, where they have an active grant under a previous round.
• Community Heritage Grants stream
  • The following are not eligible for funding assistance under the CHG stream:
    • State Government entities or other affiliated bodies
    • Applicants that have an active grant under a previous round.
