The British Embassy Ashgabat is inviting proposals for project work to support democratic development and reforms, economic development and women’s empowerment in Turkmenistan for the period between April 2018 and March 2019.
Priorities
The British Embassy’s strategic project priorities are:
- Contributing to human rights and democracy in Turkmenistan
- Improving regional security and reducing the potential for conflict;
- Contributing to economic growth and improving the enabling environment for “doing business” and investment attractiveness in Turkmenistan
- Contributing to the empowerment of women and girls, supporting inclusiveness and reducing gender inequality
- Reducing the opportunities and incentives for corruption and fraud; supporting accountability and transparency
Selection criteria
- projects should demonstrate how they support one or several of the British Embassy’s strategic project priorities, national reform priorities identified in-country and where the funding can make a real impact
- projects should have clearly defined, SMART (specific, measurable, achievable, realistic, time-limited) outputs and deliverables and demonstrate value for money; maximum impact must be demonstrable. Successful projects should have sustainable outcomes and should clearly identify the change that will be brought about. They may also build on projects by other organisations, complementing their efforts
- funding may be provided in support of other donors’ activities (co-funding), provided that these are aligned with the British Embassy’s strategic project priorities
- funding may be awarded to consortia of local and/or international organisations; but there will need to be a clear lead organisation that will be accountable for financial and results management and delivery
- funding should usually be awarded to organisations, not individuals. The lead project implementing partner must provide assurance to the British Embassy that they have sufficient capacity and capability to manage the grant to a good standard
- the British Embassy’s financial year runs from 1 April 2018 to 31 March 2019, funding allocations shall be fully utilised and all project activities shall be completed by 31 March 2019
- successful applicants will be required to submit quarterly and final financial and narrative reporting to the British Embassy
- as a general rule, grants should not be used to procure goods, IT or other equipment, but this might be considered on a case-by-case basis
- no more than 8% of the total project funds may be used for management fees, overheads and administration costs (eg office rent, project management, book-keeper rates, utilities, communications, stationery, bank charges, etc.)
- They welcome proposals for work in all regions of Turkmenistan
