BTC is piloting a Skills Development Fund (SDF) in Albertine & Rwenzori, Northern Uganda and Karamoja region. This Call for Proposals for the Skills Development Fund (SDF) is part of the Support to Skilling Uganda Strategy (SSU) project. The SSU intervention is jointly implemented by Belgium Development Agency (BTC) and the Ministry of Education and Sports (MoES) with support of the Belgian Government, European Union Emergency Trust Fund and Irish Aid.
The programme focuses on supporting the 10-year “Skilling Uganda” strategic plan that aims at making Skills Development in Uganda more demand driven through linking BTVET with the real world of work.
The Support to Skilling Uganda intervention aims at ensuring that the quality of skills development is enhanced and responsive to labor market needs. This call focuses on multi-skilling trades in the different sectors of construction, manufacturing and hospitality.
For this particular call, SDF Albertine Rwenzori basket aims at:
- Deepening the knowledge and skill sets for trainees.
- Enhancing tangible partnerships between BTVET institutions and the labor market to bridge the gap between school and work experiences.
- Increasing the skills levels of micro and small enterprises (MSEs) in the informal sector
- Increasing absorption of vulnerable youth (male and female) and women in skills
Objectives of SDF
- The SDF aims at stimulating bottom-up initiatives and partnerships between the BTVET institutions and the labor market/ private sector by supporting a series of JOINT VENTURES between training providers and the labor market.
- The following are the objectives of the fund;
- To broker joint ventures between training providers and industry/enterprises in skills development programmes.
- To stimulate concrete Skilling Uganda change processes from the grassroots levels.
- To facilitate best practices in skills development.
- Social targeting; supporting skills development for vulnerable youth, women and girls.
- To enhance skills development in Value Chain livelihood development to improve productivity.
Funding Windows
- Window 1 Innovative and relevant training for the formal labor market will focus on pre-employment training, work based learning, in-company training, career guidance, entrepreneurial and life skills.
- Window 2 Training and entrepreneurship development in the informal sector will focus on developing skills among the self-employed, workers and apprentices in the informal sector, master craftsperson, micro and small enterprises and certification of skills and competencies acquired through informal and non-formal training.
- Window 3 Increased absorption of vulnerable youth, women and girls in existing skills development training programmes through provision of scholarships, followed by life skills, entrepreneurial skills, coaching and startup kits.
Funding Information
Any grant application under this Call for Proposals must fall between the following ranges;
- Minimum amount: EUR 5,000 for all windows.
- Maximum amount: EUR 100,000 for window 1 and EUR 50,000 for windows 2 and 4.

- Lead Applicant
- Intermediate actors (National and international NGOS, CBOs, Business Membership Organisations).
- Public and Private not for profit training providers.
- Co-applicants
- Private sector companies/enterprises.
- Business Development Service providers.
