The European Economic Area (EEA) is pleased to announce a call for proposals for the “Integrated Measures for supporting Roma Inclusion and Empowerment”.
The overall goal of the procedure is to create sustainable mechanisms to improve the condition and opportunities of people living in marginalized Roma communities through effective integrated approaches. The procedure envisages the promotion of the improved inclusion and empowerment of the Roma in Bulgaria.
The implemented projects must provide additional measures to improve access to social services, education, employment, health and non-discrimination. Projects must be based on the active participation of the Roma community and on cooperation between local institutions (local authorities, civil society and other service providers).
Objectives
The general objective of the call is to promote enhanced Roma inclusion and empowerment in Bulgaria by supporting the development of sustainable mechanisms for applying effective integrated approaches aimed at improving the status and opportunities in marginalized Roma communities which are linking multiple and complementary interventions in the fields of equal access to social services, education, employment, health, and non discrimination and are based on active Roma community participation and inter-sectoral cooperation between local service institutions.
Specific objectives
- Increase the access and quality of integrated measures for Roma and other population groups living in compact segregated communities and facing extreme poverty and exclusion in the following sectors: social assistance, education, employment and healthcare. Integrated measures imply a complex approach aimed at improved status at the level of beneficiaries where at the minimum two types of services should be provided to the same person depending on their needs.
- Empowerment of Roma communities, including Roma women and youth to actively participate in the decisions that affect their development. Empowerment of Roma is considered as the process of expansion of their assets and capabilities both at individual level (skills, knowledge, confidence and increased access to equal opportunities for personal development) and at collective level (ability to organise and mobilise to take joint action for solving community problems) in order to participate in, negotiate with, influence, and hold accountable institutions for the formulation and implementation of policies that affect their lives.
- Combat all forms of discrimination and antigypsyism against Roma people. All projects supported by the call should promote respect of Roma people’s rights, fight against discrimination, stereotypes and harassment, and will work to raise the awareness of in both the majority and minority communities about respect to ethnic diversity and understanding the benefits of rights based approaches to development
Funding Information
- Total budget: EUR 8,000,000 (eight million)
- Minimum amount: EUR 500,000 (five hundred thousand)
- With a number of people from 2,000 to 5,000 people, maximum amount: 750,000 euros
- For a number of people from 5,001 to 10,000 people, maximum amount: 1,000,000 euros
- With a number of people over 10,001 people, maximum amount: 1,200,000 euros
- The implementation of the project activities should be completed no later than from 30.04.2024
Project implementation area: The projects will be implemented on the territory of the Republic of Bulgaria.
Eligibility Criteria
- Eligible applicants: Municipalities in which Roma communities make up at least 5% of the total population and where Roma communities are disadvantaged (living in compact groups; in isolated Roma communities; in isolated neighborhoods of towns or villages, with difficult access to basic infrastructure and services, in marginalized and / or poor and / or remote areas) and have at least 2,000 inhabitants.
- In order to achieve the respective number and percentage of people living in marginalized and / or poor and / or remote disadvantaged areas, it is permissible to establish partnerships between the individual municipalities. In this case, the planned project activities should be directed simultaneously to representatives of the target groups from all municipalities-partners of the project. Each municipality can participate (as a candidate or partner) in only one project proposal.
