The Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking applications from qualified Non-Governmental Organizations (NGOs), Educational Institutions and other qualified organizations for a grant to implement a program entitled “Citizen Security through Neighborhood Watch”.
The project seeks to expand and improve National Citizen Security through Neighborhood Watch Programs in Belize by creating and strengthening self-sustaining community neighborhood watch groups. They should improve the capacity to support citizen security and to create, design and implement education programs and to conduct assessments of the impacts of the associations at community, regional, and national levels.
The two-year grant program will address the growing security threat posed by criminal elements and social decay by strengthening community ties between the communities, religious associations, civil society groups, and the Government of Belize. The program end goal is to increase citizen security and lessen victimization from crime by assisting and creating a national network of associations that manage, monitor, assist and, strengthen regional and community neighborhood watch groups and associations. This plan is unique in its message and target audience, but is based on a proven model of community activism currently used in many Belizean communities.
Objectives
- Conduct a baseline assessment to establish listing of existing neighborhood watch groups, identify communities have the interest in establishing a neighborhood watch group but lack the capacity to do so, and identify civil society organizations and GOB agencies that can assist in the development and support of neighborhood watch associations.
- Strengthen existing neighborhood watch group to ensure that they are functional and have working plans to meet security needs.
- Expand the capacity of communities, non-governmental and civil society organizations, in coordination with the Belize Police Department, to collaborate and provide effective local responses to criminal behavior in their communities and neighborhoods.
- Create four regional neighborhood watch groups to assist with managing and the community neighborhood watch groups and ensure criminal activities are looked at and addressed by regions.
- Create a national network of associations that support, monitor, and strengthen regional and community neighborhood watch associations and groups.
Funding Information
- INL expects to award one (1) grant agreement based on this NOFO. The anticipated total federal funding amount is not to exceed $600,000.00.
- The period of performance is two (2) years with an anticipated start date of December19, 2016.
Eligibility Criteria
- Applicants that qualify to receive U.S. grants (such as U.S. not-for-profit/non-governmental organizations (NGOs) or U.S. based educational institutions subject to section 501(c)(3) of the U.S. tax code; foreign not-for-profits/non-governmental organizations (NGOs) or foreign based educational institutions, with the ability to develop and successfully implement a project in Country of Belize and meet INL’s reporting requirements.
- Organizations must also be able to demonstrate current (or pending) country registration in Country of Belize, if required by the country of project implementation.
- Applicants must have demonstrated experience implementing similar education or capacity building programs, preferably in Country of Belize. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have the ability to produce course materials, deliver training, in Spanish, English and possible local indigenous language. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
- Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant.
