The United States Department of State’s Bureau of Counterterrorism has announced a Notice of Funding Opportunity (NOFO) for organizations interested in submitting proposals to support a Strategic Communications for Counterterrorism Law Enforcement Officials in Bangladesh capacity building program.
The program should also develop the institutional framework needed to support a strategic communications function. Civilian security personnel in countries on the frontlines of terrorism, such as Bangladesh, oftentimes do not have the skills or institutional support to effectively communicate their mission and day-to-day operations to affected stakeholders such as community members, civil society, and the private sector, including through building relationships with media and establishing a social media presence.
Objectives
- Provide capacity-building in strategic communications to the Dhaka, Sylhet, Rajshahi, and Chittagong’s Metropolitan Police units in Bangladesh. The program includes developing and deploying a training module, mentoring and recommendations for institutional reforms to support this function.
- Increase awareness of what Bangladesh law enforcement units are doing to protect their citizens, which builds confidence between civilian security institutions and the communities they serve.
- Local communities have a better understanding of law enforcement actions as a result of increased use of strategic communications by law enforcement officials.

Eligibility Criteria
- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education.
- Applicants must:
- Demonstrate past performance, experience, and expertise in managing programs of this magnitude and complexity;
- Demonstrate effectiveness in working with the rule of law and security sector. Previous experience working with government institutionsin Bangladesh preferred;
- Demonstrate expertise in developing and delivering training on strategic communications from a law enforcement perspective, with a preference for organizations which have experience working with law enforcement and/or security institutions;
- Have strong background and experience building capacity of South Asia law enforcement and counter terrorism institutions;
- Demonstrate expertise in the use of mentors and train-the-trainer and curriculum development for law enforcement and counterterrorism officials;
- Have ability to assess law enforcement baseline capacity in public communications.
